~Councilmemb~r ,I adoption: ~ introduced the following resolution and moved for its RESOLUTION #92-03- RESOLETION ADOPTING FINDINGS OF FACT # RELATING TO STEPHEN ilrFR~NTA'S (CANVAS CRAFT) REQUEST ~ A CONDITIONAL USE PERI~ITi'~ TO CONDUCT LIGHT MANUFACTURING OPERATIONS IN THE B-3.1r l~l, IG'}IWAY BUSINESS DISTRICT ON LOT 2, BLOCK 3, ALPACA ' ~ ; ESTATES (PIN 28-32-25-32-0009) 10. 1i. 12. That Stephen J. Franta, hereinafter referred to as "Applicant", has properly applied for a condm{bnali use permit to manufacture boat covers and portable flshouses m the B-3 Highway B0siness District. That thee Applicant appeared before the Planning and Zoning Commission for a public hearing! pur'~suant to Section 9.03.04 of the Ramsey City Code on March 2, 1992 and that said public bearing was properly advertised and minutes of that public hearing are hereby incorp~ated by reference. That the subject property is legally described as follows: Lot 2, Block 3, Alpaca Estates, Anoka County, Minnesota That tile subject property is located in the B-3 Highway Business District and manu'facturing is not a permitted use in the B-3 Highway Business District. That th~ Applicant is proposing to construct a 3,472 square foot facility to be used for manuf~tuflng and retailing boat covers and portable fishouses. That ti~ adjacent properties to the west, east and south are zoned B-3 Highway Business; the prOpert;y on the north side of Hwy. #10 is zoned B-3 Highway Business and I- Industrial. That the proposed use currently exists within two (2) miles of the subject site in the Rural BusineSs D!strict. That the Ciiy has issued conditional use permits for manufacturing operations in the B-3 Busineis District, generally, and in Alpaca Estates, specifically. That iff 199.0, the City of Ramsey approved the issuance of a conditional use permit to the ApplicOnt for the same type of facility on the site that is the subject of this application. The conditibnal fuse permit was subsequently withdrawn by the Applicant. That the proposed use will/will not adversely impact traffic in an area intended and zoned for corflmet'cial activity. That the p[oposed use will/will not be dangerous or detrimental to persons residing or workir/g in the vicinity of the proposed use. That th~ proposed use will/will not substantially or adversely impair the use, enjoyment or marketi',valtle of surrounding B-3 Highway Business and I-Industrial properties.
