Franta, hereinafter referred to as "Applicant", has properly applied for a <br />condm{bnali use permit to manufacture boat covers and portable flshouses m the B-3 <br />Highway B0siness District. <br />That thee Applicant appeared before the Planning and Zoning Commission for a public <br />hearing! pur'~suant to Section 9.03.04 of the Ramsey City Code on March 2, 1992 and that <br />said public bearing was properly advertised and minutes of that public hearing are hereby <br />incorp~ated by reference. <br /> <br />That the subject property is legally described as follows: <br /> <br /> Lot 2, Block 3, Alpaca Estates, Anoka County, Minnesota <br /> <br />That tile subject property is located in the B-3 Highway Business District and <br />manu'facturing is not a permitted use in the B-3 Highway Business District. <br /> <br />That th~ Applicant is proposing to construct a 3,472 square foot facility to be used for <br />manuf~tuflng and retailing boat covers and portable fishouses. <br /> <br />That ti~ adjacent properties to the west, east and south are zoned B-3 Highway Business; <br />the prOpert;y on the north side of Hwy. #10 is zoned B-3 Highway Business and I- <br />Industrial. <br />That the proposed use currently exists within two (2) miles of the subject site in the Rural <br />BusineSs D!strict. <br />That the Ciiy has issued conditional use permits for manufacturing operations in the B-3 <br />Busineis District, generally, and in Alpaca Estates, specifically. <br />That iff 199.0, the City of Ramsey approved the issuance of a conditional use permit to the <br />ApplicOnt for the same type of facility on the site that is the subject of this application. The <br />conditibnal fuse permit was subsequently withdrawn by the Applicant. <br /> <br />That the proposed use will/will not adversely impact traffic in an area intended and zoned <br />for corflmet'cial activity. <br /> <br />That the p[oposed use will/will not be dangerous or detrimental to persons residing or <br />workir/g in the vicinity of the proposed use. <br /> <br />That th~ proposed use will/will not substantially or adversely impair the use, enjoyment or <br />marketi',valtle of surrounding B-3 Highway Business and I-Industrial properties. <br /> <br /> <br />
