Design of.gff-Street Parking. Driveway and Loading Dock Areas: City Code requires that <br />all of these areas include curb and gutter and be surfaced with concrete or asphalt. The site <br />plan proposes bituminous surfacing and curbing of the driveway and off-street parking <br />areas. The loading dock area is proposed to be surfaced with concrete. It is our <br />understanding that the applicant is requesting that curbing in the loading dock area be <br />waived to reduce the potential for damage to boat motors when maneuvering boats and <br />trailers in this area. <br /> <br />Utilities: The site is located within the Metropolitan Urban Service Area, however, City <br />sewer and water are unavailable at this time. The facility is proposed to be served by an on- <br />site sewage disposal system and a private well. Provisions are also made for a replacement <br />area for a future drainfield. <br /> <br />.Landscaping Screening; Minimum 20 foot landscape buffers are required and provided for <br />adjacent to U.S. Highway #10 and Riverdale Road N.W. The landscape plan also includes <br />planting 3 green ash and 2 black hills pine trees; 8 similar tree species exist along the north <br />and east boundaries of the lot. Additional landscaping is also proposed at the facility <br />entrance and building front. <br /> <br />10. <br /> <br />Drainage: Drainage is directed from the bituminous parking lot in a southerly direction <br />towards Riverdale Road N.W. Drainage from the turfed area north of the building is <br />directed northward toward U.S. Hwy. #10. The drainage from the proposed building is <br />directed to the west side of the building and will flow toward the west property line. Care <br />will need to be taken to avoid erosion down the relatively steep slope to the west property <br />line. Sodding of the areas downstream of the downspouts would be an acceptable method <br />of preventing erosion. The drainage from the parking lot pavement is directed to the south <br />and down the access drive onto Riverdale Road. Although the paved area is not <br />particularly large, proliferation of such drainage schemes will tend to deluge Riverdale <br />Road which is relatively flat. It is recommended that the pavement be drained to the east <br />edge of the parking lot and allowed to drain overland. This will allow a ~eater opportunity <br />for the sandy soils to absorb some of the runoff. It also will allow the capture of parking <br />lot sediments. <br /> <br />11. <br /> <br />Buitdin~ Materials: City Code requires exterior walls to be of materials that are 50% other <br />than metal. The proposed structure will be constructed primarily of rock-faced concrete <br />block and set off by plain concrete block in a conn'asting color. <br /> <br />12. <br /> <br />13. <br /> <br />Lighting: On-site lighting appears to be arranged to adequately illuminate the parking and <br />loading areas without emitting an excessive amount of lighting off the property. <br /> <br />Waste and Refuse Storage: City Code requires ihat refuse receptacles be located in rear or <br />side yards and be screened from public vie',,,' and adjoining property. The waste receptacle <br />is proposed to be located in the side yard; the site plan does not specify what materials will <br />be used to screen it from public view. <br /> <br />It is noted that a certified lot survey was not submitted in accordance with City Code. <br /> <br /> <br />
