It is our <br />understanding that this clubhouse facility will be located on Lot 10, Block 3, Northfork 5th <br />Addition - The Links. We offer the following comments: <br /> <br />Zoning; The land of the proposed site is zoned Planned Unit Development (P.U.D.) and <br />the proposed use falls within the master plan prepared for Northfork. <br /> <br />Setbacks: The proposed facility fronts on 153rd Avenue N.W., which is an MSA road. <br />The setback from thoroughfares is 110 feet from the centerline. The site plan indicates that <br />the clubhouse is proposed to be located 110 feet from the center line of 153rd Avenue. <br /> <br />Landscaping: City Code requires that all non-residential uses provide a landscaped area <br />along all streets and a 40 foot wide landscaped area separating the non-residential use from <br />the residential use. The site plan is proposing a sodded earth berm between the off-street <br />parking area and 153rd Avenue N.W. and a 40 foot wide sodded berm between the off- <br />street parking area and adjacent residential lots. No other landscaping plan has been <br />submitted for the site. The developer contends that the lack of trees and shrubs is <br />consistent with the desired effect of creating a "Scottish looking" facility. There are also no <br />shrubs or trees planned for the golf course itself. <br /> <br />Screening: City Code requires screening between a non-residential use and a residential <br />use. Screening may consist of shrubs, berms and/or decorative fencing and shall not be <br />less than 5 feet high. The site plan proposes a two (2) foot berm between the off-street <br />parking area and the adjacent residential lots. <br /> <br />Architectural Standards and Lot Coverage: The site plan indicates a 7,990 square foot, 2- <br />story facility is proposed. City Code restricts maximum building height to 35 feet; the <br />estimated building height from ~ound level to the top of the cupola is approximately 36 <br />feet. This building size is well within the 35% maximum lot coverage restriction. The first <br />floor is proposed at 5,110 square feet of retail and office space and 2,880 square feet of <br />open par'king garages. The second floor is proposed at 2,880 square feet of bar and dining <br />area, 2,400 square feet of deck and 2,710 square feet of retail and office space. City Code <br />requires that exterior wail finishes be of material other than metal on 50% of the exposed <br />walls. The building exterior will be constructed of stucco with asphalt shingles. <br /> <br /> <br />
