Councilmember ~ moved the adoption of the following findings of fact: 1) 2) 3) 4) 5) 6) 7) 8) 9) lO) PROPOSED FINDINGS OF FACT AMEND :BUSINESS AND RESIDENTIAL ZONING FAYE ADDITION February 27, 1991 BOUNDARIES That F~ye Construction, hereinafter referred to as "Applicant", has properly applied for a rezon~g to malign the boundaries of the Residential and Business zones within the plat of Faye Addition. That the Planning and Zoning Commission conducted a public hearing pursuant to Section 9.03.03 of ;the City Code on March 5, 1991 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That'the amended zoning boundaries for the R-1 Residential and B-3 Business Districts within ihe Plat of Faye Addition are proposed as follows: B-3 , All of land within Faye Addition northerly of a line commencing on the west boundary of the Addition at the south line of Lot 1, Block 5 and extending easterly along that line and the south line of Lot 1, Block 2 and Lot 1, Block 4 to the intersection with the east boundary of the }:aye Addition. R-1 Residential - All of the land within Faye Addition southerly of the B-3 District boundary described above. That the total area of Faye Addition is 103 acres. That the subject plat is bounded on the north by Hwy. #10, on the south by the Mississippi River,!on the east by B-3 Business and R-1 Urban Residential zones, and on the west by Anoka CoUnty Park property. That the Applicant is proposing to develop Faye Addition with a combination of single familY, homes and commercial development that will be served by sanitary sewer and municipal water. That the subject property is located within the City's Urban Area but a portion of the 7ubjeet property is located outside the 1990 Urban Area. That On January 26, 1989, the City of Ramsey submitted a formal application to the Metrop. olkan Council for a Comprehensive Plan amendment for a MUSA boundary expansion; Phase II of which would facilitate developing the entire property -known as Faye Addition in accordance with urban standards. That On Jul), I3, 1989, the City of Ramsey received Metropolitan Council approval of a Comprehensive Plan Amendment to expand the MUSA boundary, with Phase II of the expaniion ibeing contingent upon submittal of additional documents. Final approval of Phase II MUSA expansion remains pending at the writing of these findings of facL That the proposed amendment to the zoning district boundaries within Faye Addition retaini Business zoning adjacent to Hwy. #10 and Residential zoning adjacent to the Mississippi River which is in accordance with the objectives of the City's Comprehensive Plan.
