City En~n~r's review letter dated February 28, 1991. ObservationS: On July 19, 1990, the City of Ramsey received a subdivision application for the proposed Faye Addition. On August 7, 1990,i the Planning and Zoning Commission conducted a sketch plan review of Faye Addition and itabled action pending additional information from the Park and Recreation Commission, rmtions for access to the adjacent Kelly property, alternatives to developing multi- family resident'ial hnits adjacent to Riverside West and exceeding 1,000 feet of commercial development' s6uth :of Hwy. #10. On August 8, 1990, the Park and Recreation Commission conducted a sketch plan review of Faye Addition and r~commended accepting land to satisfy park dedication requirements. On September :4, 1990, the Planning and Zoning Commission met and tabled sketch plan review pending resolulion ~of outstanding issues regarding the future of Outlots A and B with respect to exchange of p~operty with the Anoka County Parks Department, access to the Kelly property, development 'of multi-family residential adjacent to existing single family residential development and the affect df possible airport safety zoning on the plat. On October 2, 1990, the Planning and Zoning Commission met to review the sketch plan for Faye Addition. Thg~ developer reported that the sketch plan had been revised to replace multi-family residential unit~s with single family residential units; Outlots A and B were reduced to one 5 acre outlot to be ded~catext to the homeowners association as private open space; the property that would fall into Airpbrt Safety Zone B had been redesigned to also accommodate multi-family development diepending on future zoning. The Commission approved the sketch plan contingent upon providing an :easement for access to the Kelly property and eliminated the cul-de-sac that exceeds 600 feet in ;the westerly portion of the plat. On November: 7, 1:990, the Planning and Zoning Commission met for a pre-preliminary plat review of Faye, Addition. The Commission approved the sketch plan and recommended that the developer proceed to preliminary plat stage.
