Furnace Emissions an.d M0nitorinq. Emissions from the melt furnace shall <br />comply with State and Federal regulations as they exist and may be modified <br />from time to time during the period of this CUP. An independent testing <br />laboratory shall conduct emissions monitoring at least once per year and on a <br />more frequent basis if pollutants are in excess of standards. The Permit Holder <br />shall make a complete report available to the City within thirty (30) days of <br />completion by the testing laboratory. At a minimum, the parameters of such <br />emissions monitoring shall include the following State and Federal criteria <br />pollutant emissions as may exist from time to time during the term of this <br />permit. The cost of such testing and reports shall be borne by the Permit <br />Holder. <br /> <br />OUTLINE OF MONITOR.!NG PROGRAM <br /> <br />Sample Type <br /> <br />Parameter <br /> <br />Frec~uencv* <br /> <br />Stack Emissions <br /> <br />Particulates, opacity, S0~, <br />Temperature <br /> <br />Annually (3 samples <br />minimum per event) <br /> <br />The City and the Permit Holder may mutually agree to revise the monitoring <br />program from time to time. Such revisions shall be authorized in accordance <br />with Condition 46 herein. <br /> <br />Afterburner. The Permit Holder shall not use the melt furnaces for processing <br />unless an afterburner unit is installed and in operation on each melt furnace. <br /> <br />Emergency Emissions Testing. If, in the opinion of the City Administrator or his <br />authorized representative, it is determined to conduct pollution tests during an <br />officially reported incident, the City may contract with an independent testing <br />laboratory who shall be permitted access to the facility to conduct tests as may <br />be prescribed by the City and to evaluate conditions of the facility. The cost <br />of such evaluation testing and reports shall be borne by the Permit Holder and <br />payment for such costs will be due within 30 days of the invoice date. <br /> <br />o <br /> <br />Corrective Actions. The City may order the Permit Holder to undertake <br />corrective actions within specific timeframes based on test results or evalua- <br />tions to remedy pollution problems or nuisance complaints. If the Permit Holder <br />fails to take corrective action within specified time frames, it may be deter- <br />mined by the City Council to be a violation of the CUP and cause for permit <br />revocation. <br /> <br />2 <br /> <br /> <br />
