ConditionallUse Permit Request
Aluminum Recycling, Inc.
Page 2

OPER.~T ~ ON~L PLAN
The applicani--~ requesting a permit to install the necess-
ary equipment to receive and process aluminum and other
non-hazardous metals. The principal metal received
proximately 90%) would be aluminum, of which the majority
(approximately 90% or more) would be processed by melting.
This'material would come from aluminum pickings from land-
fills, aluminum parts from automobile engines and trans-
missions, scrap dealers and private citizens. Most material
would be ready for melting as received and would go directly
to the furnace building. Material requiring cutting would
be processed directly behind the main building, screening it
from 142nd. Avenue, N.W.

Dross from the melt operation will be moved to covered
sze-~ containers to cool and then be processed by electro-
magnetic crane to separate the ferrous materials. The
remaining material would be moved to a trailer until suffi-
cient quantity is accumulated for shipment to a processing
facilitY.

Transmissions and engines would b'e cleaned in a separate
areailwi'~hin the main building. The floor would be sloped
to collect oil. Plans will be reviewed with the City of
Ramsey Building Inspector and Anoka County Director of
Environmental Health prior to construction. Transmissions
will be placed in the area or held in leak-proof containers
until they can be moved into the room for disassembly.
Oil will be collected and used as fuel or hauled by an
authorized waste oil recycler.

EQUIPMENT
Two ~eli'furnaces are planned for operation. However, only
one furnace will be used initially, with a second added
for use as backup and to provide additional capacity as
it is necessary. Stack height on the first furnace is 24
feet and 28 feet on the second furnace. Both furnaces will
use afterburners. More details on furnaces are shown in
the Air'Emission Facility Permit No. 2293-89-0T-1, Item II
{attached)...

Fuel would be petroleum-derived used oil for main melt
c-~ber as defined in the Air Emission Facility Permit,
Item IIIB and IIIC. The afterburner fuel would be fuel
oil, natural gas or propane.
