Chairman Ipp~l ~tated that the terms for Dave Chapman, Dennis Donovan and <br />John Seibe~t expire on December 31, 1986; Dave Chapman and Dennis Donovan <br />have not ex revised any desire to not continue on the Commission; John <br />Seibert request~ that he not be reappointed and recommends that Virgil <br />Barnes, FB0 at Cateway, be appointed to fill the vacancy. <br /> <br />Virgil Barnums ~Was present and stated that he has been the fixed base <br />operator at ~at~way for 3 years and is on staff at AVTI on a part-time <br />basis. M~. ~ar~es stated he will be moving to Ramsey in the very near <br />future. Mr.!!Ba~nes stated that he attends a lot of the Commission meetings <br />and he wam~B~ roi'serve on the Commission because the airport has a direct <br />affect on b~m a~.d he wants to promote aviation. <br /> <br />Chairman !ppel'~ stated that if the airport project proceeds, this <br />Commissiom'8~.~ role will evolve from one of planning to one of operations and <br />Mr. Barne~~ i~xp~rtise could be an asset. Chairman Ippel stated that the <br />Commission ~a~ ~een criticized for being pro-aviation but non-aviation <br />persons don~t apply for appointment to the Commission. <br /> <br />Commission~rlGr~enberg stated that he has one reservation regarding the <br />possible aP~Poi~tment of Mr. Barnes to the Commission, a conflict of <br />interest wit.h r~spect to FBO decisions at Gateway North. <br /> <br />Mr. Barne~ ~tat~d that he would abstain from any voting relating to <br /> airport <br />FBO. <br /> <br />Refer to pag~ 4=of these minutes for future action. <br /> <br />~ D~scussion Re_~ardin_~ Airport Zonin_~: <br /> <br />Chairman tp~pel stated that at the last Council meeting, a memo dated <br />November 19ii, 1~86 from Merland Otto and Bill Goodrich was submitted <br />recommendin~ t~at the city proceed with airport zoning utilizing MSA <br />Statute 360,~63 iwhich enables cities to approach zoning on an in-house <br />basis and ~equesting other affected agencies recognize same. <br /> <br />Chairman Ippel' stated that the contract for the environmental impact <br />statement ha~ been submitted to MN/DoT and FAA for review; FAA approval is <br />expected within 2 weeks. <br /> <br />Chairman Ipp~l stated that Merland Otto amd Bill Goodrich will be drafting <br />a zoning or,~in~nce for review by Airport and Planning and Zoning <br />Commissions and ithen submission to Council. <br /> <br />Mr. Hartle~ prouieeded to explain the various Minnesota statutes that apply <br />to airport zoning. Mr. Hartley stated that the recommendation to use MSA <br />360.063 (in-~ouSl, e) rather than 360.036 (in-house or joint but contingent <br />upon city c~o~tr~lling or owning the site) was based on most of the airport <br />being located wi'thin Ramsey's boundaries and the site not being owned or <br />controlled b~ tk'e City. Mr. Hartley stated that Mr. Otto is preparing a <br />draft zoning o~.dinance for this Commission's review; it will then be <br />forwarded tO Planning and Zoning and City Council for their review <br /> ~ Airport/December 3, 1986 <br /> <br />Page 2 of 4 <br /> <br /> <br />
