approval, iI <br /> <br />Commission ConcUrred with staff's action to request Council authority to <br />proceed with zoning. <br /> <br />Commissione~, Donovan inquired if a moratorium would be appropriate in order <br />to limit th~ cost of acquisition. <br /> <br />Mr. Hartley rstated that the appropriate time for moratoriums is at the time <br />the zoning~s a~opted and the City had better be ready to begin dealing <br />with proper~y acquisition at that time. <br /> <br />Chairman IPp~el ~tated that Planning and Zoning and Airport conduct a joint <br />meeting wit~ Me'land Otto regarding this Commission's needs with respect to <br />z on ing. <br /> <br /> i . <br />Mr. Hartley,cau~loned against doing anything that would cause Planning and <br />Zoning to ~iake~ any actions that would imply moratoriums; implied <br />moratoriums i=an;be proven in court to damage properties. <br /> <br />Chairman IpP~el Stated that he was not intending to influence Planning and <br />Zoning actiq~s'~ ~ut rather update that Commission as to what is happening <br />with respecC to~the airport and it's zoning. <br /> <br />Consensus w.as 'that a memo should be forwarded to Planning and Zoning <br />informing them that the airport zoning process has received authority to <br />proceed; thait once the Airport Commission has reviewed the draft ordinance, <br />they will be meeting with Planning and Zoning regarding same. <br /> <br />Chairman IpP[el inquired as to who will enforce airport zoning after it's <br />adoption. .i <br /> <br />Mr. Hartleyl replied that enforcement will be by the Airport Board of <br />Adjustment whic~ may consist of City Council, Planning & Zoning, Airport or <br />some new budy. <br /> <br />Misc el laneoulm <br /> <br />Mr. Hartley !stated that he has received telephone calls regarding the <br />airport isSu~ a~d the common concern expressed by affected property owners <br />is not knowling.whether or not the airport will be improved, which <br />properties ~re to be acquired and the impact of airport zoning on the <br />saleability ~f property. Mr. Hartley stated that he has tried to keep <br />people informed ~of the airport status. Mr. Hartley requested that as the <br />Airport Co~mi~sion goes about developing zoning, reviewing the <br />environmental imPact statement and submitting applications for funding, <br />they keep th~ process moving along as quickly as possible for the benefit <br />of those property owners left in limbo.
