Basicallyi, Metro Council has said that there is a need for the expansion and <br />the City ~as~isaid that more analysis justifying need is necessary and that <br />there s~o~ldibe~ a bearing process. On October 8, the Metro Council will be <br />conducti~ a lpublic hearing at Ramsey Elementary School regarding Waste <br />Management o~ Minnesota, Inc.'s request for vertical expansion. Merland Otto's <br />recommendation is not to approach Metro Council with emotional appeals; that <br />the Airport Commission should recommend that the City Council and Staff do <br />whatever ils necessary to prepare documentation proving that the need for <br />expans£on~doesn't exist. <br /> <br />Discussion e~sued and it was determined that it would not be appropriate for <br />the AirpOrt Commission to recommend Council and Staff review the adequacy of <br />landfill ~aptcity. It would be more appropriate for the Airport Commission to <br />provide ~ letter, for submittal at the public hearing, documenting that Gateway <br />North AirPort is recognized at a national level and that airports and landfills <br />are non-c~mpatible land uses. Commissioner Seibert volunteered to draft the <br />letter. <br /> <br />~: Reei~nation Of Commissioner Stephen Larsen: <br /> <br />Chairman Ippel stated that Mr. Larsen is going back to school and that will put <br />him on a Itight schedule; feels he must resign from the Commission. <br /> <br />Motion by,, Commissioner Sieber and seconded by Commissioner Seibert to accept <br />Mr. Steph~n Sarsen's resignation from the Airport Commission and to request <br />that City Covncil advertise to fill the vacancy. <br /> <br />Motion ~mrried. Voting Yes: Chairman Ippel, Commissioners Seibert, Sieber, <br />Chapman, DonOvan and Greenberg. Voting No: None. Absent: Commissioners <br />Stauffe~ ;and Erickson. <br /> <br />Commission consensus is that a letter of appreciation be forwarded to Mr. <br />Larsen. <br /> <br />ReView Contract For Environmental Assessment: <br /> <br />Chairman iIppel stated that the Commission is now at a point of making a <br />decisioR i~egarding whether or not to recommend that Council approve a contract <br />with Hak~so~/Anderson for the environmental assessment of Gateway North <br />Airport~ il MI~/DoT would participate in the cost and Council's approval of the <br />contract ~ould be contingent upon MN/DoT approval. <br /> <br />Mr. Hart~ey Proceeded to review the contract with the Commission. The contract <br />does refer t~ two sub-contractors, one of which is C. R. Pelton. C. R. Pelton <br />provides iestimates on what some of the appraisal and relocation costs will be. <br />City At~9~ne~ Goodrich can provide the same service for $2,000 less. Mr. <br />Hartley ~tated that the contract should also address workman's comp and <br />liabillt~y imsurance. Mr. Nartley stated that another item to be discussed is <br />that thelmanner in which the engineering firm will receive payment; contract <br />is set ~p with a lump sum payment for services. Mr. Hartley stated that he had <br />originally r~quested that the termination clause provide that work completed be <br />billed o~ an~hourly basis with a 'not to exceed' amount; the contract proposes <br />that if termination occurs, the engineer will be paid according to the <br />percenta§e of work that is complete and willl receive 100% of reimbursable <br /> September 10, 1986 <br /> <br />Page 3 of 6 <br /> <br /> <br />
