Commissioner Seibert stated that his motion is intending for Mr. <br />Hartley &~d Mr. Otto to negotiate the final details of the contract and then <br />present ~atlcontract to Council for action. Mr. Otto stated that C.R. Pelton <br />also doeslith% appraisals themselves and that might be more of an advantage to <br />have a Subcontractor working on related tasks from start to finish. <br />Commzssxo~_er,Szeber stated he cannot approve something that he has not reviewed <br />in it's fina! form. Mr. Otto stated that the contract is in a format approved <br />by MN/D~ma~y times. Commissioners Greenberg and Seibert expressed confidence <br />in Mr. H,a~tlgy's judgement to negotiate the final details of the contract. <br />Commissi~er!Sieber~ ~ noted that the first sentence of the contract implies that <br />improvements!will be made at the airport; approving the contract implies that <br />the City ~il! be proceeding with the airport improvement project. Commissioner <br />Seibert ~isa~reed and stated that all approvals and studies are not completed; <br />the envi~0nm&ntal assessment is the next logical step towards making the final <br />decision,i M~. Martley stated that this point the Commission is considering <br />spendi~$ i$601000 for the environmental assessment and certain other plans; if <br />there i$ ~nY;doubt as to whether or not to press on, it should be debated. <br />Commissio~er~Sieber stated that entering into this contract is saying that <br />unless a ~egAtive problem arises in funding or zoning, Ramsey is going ahead <br />with the ~irPort. Mr. Hartley stated that at this point it is important that <br />the Comm~s~on have a somewhat constant resolve to be seriously considering <br />the air~d~t and not just proceeding to the environmental assessment simply to <br />try it ~%. iCommissioner Seibert stated that it would be like making a <br />decision ~efore all the facts are in; the directive from Council was to proceed <br />with tasks utilizing the original runway alignment proposed; interpret that to <br />mean tha~ unless a major stumbling block appears, the Commission is not to stop <br />the project., Mr. Hartley noted that a coinciding step along with environmental <br />assessment i~ zoning. Commissioner Donovan stated that when he was appointed <br />to the A~r~ port Commission he doubted seriously that the City should own an <br />airport ~aci!ity; since then he has seen other facilities like Lakeville and <br />seen wha~ Ramsey could be; concerned that this community, council and staff can <br />carry i~ iloff~ Commissioner Sieber noted that there is a certain group of <br />resident~ that are not happy with the idea of an airport project; they have <br />approached ah attorney. Commissioner Seibert stated that there will always be <br />mixed feelings when it comes to airports; the Council and Commissions have said <br />they don~t want a bedroom community; a decision has to be made.
