relocation information will be presented at the hearing: ( 1 ) Eligibility ~luirements, payment procedures and limitations for moving expenses and re- placement houaing, (2) A de~ript!on of the expenses incidental to to transf~ 'of property that will be paid, (3) APpeal pr~i~lures, (4) A descripfibn Of how relocation assistance and ~ervic~ wil!be provided, (5) The addr~ ann telephone numi~er of the Sponsor and the name of the employee in charge o~ ~location, (6) The identity, lOCal address, and telephone number of any other cooperating agency, (7) An e~timate of'the number of individuals, families, businesses and farm operations to be relocated, (8) The estim4ated :number of dwelling units presently avaihtble to meet the replacement housing needs, a~d (9) An estimatt of the time necessary for reloca- tion and the number of comparable replace- ment dwellings that will become available during that period. The extent of the presentation should depend on the comprebensivenesli of the brochure. If the brochure covers a particula~ item in detail, it is sufficient to merely highlight what!the brochure contains. If a particular item is not ,;pplicable to the project, it is not necessary to discusslthe item in detail. b. Relocation Brochure. The Sponsor will dis- tribute a relocatioB brochure that explains the relo- cation program. The brochure will be distributed free of charge at[all public hearings and given to any prospective displaced person upon request. c. Public Announcements. The Sponsor will, within 15 days after the initiation of negotiations on the project, post notices of acquisition in ade- quate numbers and in places accessible to occupants of dwellings to be rtaken for the project. In addition, an adequate number of advertisements will be run irt newspapers normally read by occupants of dwel'l- ings to be taken. The posted notices and newspaper advertisements will: ( 1 ) State the date Of initiation of negotiation es- tablished for the project; (2) Define the area of the project; (3) Advi~ occupants of such area of their eligi- bility for, find their right to re~eive, moving and replacement housing payments; 3O (4) Advise that any occupant contemplating moving should, to insure eligibility for mov- ing and replacement housing payments, notify the Sponsor before moving; (5) Advise that owner-occupants, in order to be eligible for relocation benefits, must sell to the Sponsor; and '(6)· State where the brochure describing the re- · ~ :location program may be obtained. :53~ RELOCATION PROGRAM PLAN. · a; Preliminary Requirements.' Before an airport sponsor ~oegins to acquire real property for an ADAP project, it will make preliminary investigations re- quired by FAR 152, the Uniform Act and imple- menting regulations. Information from these investi- gations, to be included in the "Environmental Im- pact Assessment Report" and submitted with the Preapplication for Federal Assistance, will be used to determine: (1) The estimated number of individuals, fam- ilies, businesses, farms and nonprofit orga- nizations that are to be relocated. (2) The probable availability of decent, safe and sanitary replacement housing within the financial means of the individuals and fam- ilies affected. If the findings disclose that available comparable decent, safe' and sani- tary dwellings will be insufficient to meet the displacement need of the project, a descrip- tion of the actions proposed to insure that the necessary dwellings will be available in advance of any displacement will be neces- sary. (3) A statement of the displacement problems involved at each identifiable location, along with possible solutions. (4) A statement of the basis upon which the above findings were made. (5) The assurances in appendix 1 will also be included in the Preapplication for Federal Assistance. b. Relocation Plan. The Sponsor cannot proceed with negotiations on a project which will cause the relocation of any person until the Sponsor has sub- mitted and the FAA has approved a relocation plan. The plan will include: (1) An inventory of the characteristics and needs of individuals and families to be displaced based on the standards of comparable re- placement housing indicated in paragraph 5b.
