(b) Provide an estimate of the business and farr~,.~ operations to be displaced and the ~ffec~ of their displacement on the ec~ horny~ of the area involved. (c) Provide an analysis of Federal, State, and com~unlt~ programs currently in operation' in the project area which will affect the availability of housing. (d) Provide detailed information on con- current' displacement and relocation by otherilgovernmental agencies or private c~ncerhs. (e) Describe I~the methods to be used to help displaced persons relocate. ('f) Explain tl~e aniount of lead time nec- essazy to ~ out a timely, orderly and humane n~location program. t .LOCAT O r c maUCT P OC - a. Relocation Fune~tms Performed by Another Agency. To prevent u~n~cessary expenses and dupli- cation of activities, the Igpon*or should: (1) Consider using the facilities, personnel and services of the central relocation agency for the area in Which the project is located. The appropriate regional area office of the De- partment of Housing and Urban Develop- ment (HUD) will provide information concerning the services furnished by that agency; or (2) Contract with a pUblic .or.private agency having an established :organiaztion for pro- viding relocation services other than the central relocation agency, if: (a) There is no central relocation agency in the area in which the project is located; or (b) In the opinion of the Sponsor, the central relocation agency does not have the capacity to furnish the req- uisite relocation program within the time required by the project's schedule. b. Agencies Providing Relocation Assistance. The Sponsor will furnish to the FAA the following information concerning the agency which will pro- vide the relocation assistance required. ( 1 ) Name. The name and location of the agency. (2) Qualifications. An analysis of the agency's present workload and of its ability to per- form the requirements of this memorandum, (:3) Personnel. The estimated number and job titles of relocation personnel of the agency that will provide the relocation assistance for the project. The Sponsor should deter- mine that the agency does in fact have a staff to adequately and properly perform the functions required by the contract or agreement. c. Contracting Procedures. Where a Sponsor elects to have the relocation services and/or pay- ments administered by another Federal, State, local governmental, or private agency having an estab- lished organization, it will enter into a written con- tract or agreement to that effect with the agency it selects. The contrax:t or agreement must have prior approval by the FAA and will include the follms4ng: (I) Perform Services and Make Payments. Obligate the agency to perform the reloca- tion assistance advisory services and/or make relocation payments in accordance with the Uniform Act and OST imple- 31
