The in- <br /> ventory must b~ in ~ufficient detail so that <br /> comparable replacement housing can be <br /> matched against the!needs of the displaced <br /> persons. <br /> (3) An analysis andicor~lation of the above in- <br /> formation which will: <br /> (a) Discuss relocation problems and pos- <br /> sible solqtions if the project divides <br /> or disruptS an~established community <br /> and the rimpact on the human en- <br /> vironrf~ in rwhich the project will <br /> be loe~te~. This will include racial/ <br /> ethnic, age and income considera- <br /> tions. <br /> (b) Provide an estimate of the business <br /> and farr~,.~ operations to be displaced <br /> and the ~ffec~ of their <br /> displacement <br /> on the ec~ horny~ of the area involved. <br /> (c) Provide an analysis of Federal, State, <br /> and com~unlt~ programs currently in <br /> operation' in the project area which <br /> will affect the availability of housing. <br /> (d) Provide detailed information on con- <br /> current' displacement and relocation <br /> by otherilgovernmental agencies or <br /> private c~ncerhs. <br /> (e) Describe I~the methods to be used to <br /> help displaced persons relocate. <br /> ('f) Explain tl~e aniount of lead time nec- <br /> essazy to ~ out a timely, orderly <br /> and humane n~location program. <br /> t .LOCAT O r c maUCT P OC - <br /> <br /> a. Relocation Fune~tms Performed by Another <br />Agency. To prevent u~n~cessary expenses and dupli- <br />cation of activities, the Igpon*or should: <br /> <br /> (1) Consider using the facilities, personnel and <br /> services of the central relocation agency for <br /> the area in Which the project is located. The <br /> appropriate regional area office of the De- <br /> partment of Housing and Urban Develop- <br /> ment (HUD) will provide information <br /> concerning the services furnished by that <br /> agency; or <br /> (2) Contract with a pUblic .or.private agency <br /> having an established :organiaztion for pro- <br /> viding relocation services other than the <br /> central relocation agency, if: <br /> (a) There is no central relocation agency <br /> in the area in which the project is <br /> located; or <br /> (b) In the opinion of the Sponsor, the <br /> central relocation agency does not <br /> have the capacity to furnish the req- <br /> uisite relocation program within the <br /> time required by the project's <br /> schedule. <br />b. Agencies Providing Relocation Assistance. <br />The Sponsor will furnish to the FAA the following <br />information concerning the agency which will pro- <br />vide the relocation assistance required. <br /> ( 1 ) Name. The name and location of the agency. <br /> (2) Qualifications. An analysis of the agency's <br /> present workload and of its ability to per- <br /> form the requirements of this memorandum, <br /> (:3) Personnel. The estimated number and job <br /> titles of relocation personnel of the agency <br /> that will provide the relocation assistance <br /> for the project. The Sponsor should deter- <br /> mine that the agency does in fact have a <br /> staff to adequately and properly perform <br /> the functions required by the contract or <br /> agreement. <br />c. Contracting Procedures. Where a Sponsor <br />elects to have the relocation services and/or pay- <br />ments administered by another Federal, State, local <br />governmental, or private agency having an estab- <br />lished organization, it will enter into a written con- <br />tract or agreement to that effect with the agency it <br />selects. The contrax:t or agreement must have prior <br />approval by the FAA and will include the <br />follms4ng: <br /> (I) Perform Services and Make Payments. <br /> Obligate the agency to perform the reloca- <br /> tion assistance advisory services and/or <br /> make relocation payments in accordance <br /> with the Uniform Act and OST imple- <br /> <br />31 <br /> <br /> <br />
