Mr. Seibert stated that he does not feel the airport should be pursued without <br />Federal p~r ticipation. <br /> <br />Mayor Heitman inquired if it's this Commission's intent to pursue land <br />aoquisitio~ prior to Federal commitment. <br /> <br />~he CommisSion replied that it does not intent to pursue land acquisition <br />without a Federal commitment. <br /> <br />Mayor Hei~an stated that he would like this Commission to research the time <br />lag between the City purchasing property and Federal reimbursement for that <br />purchase. <br /> <br />Mayor Hei~en inquired if it is the recommendation of this Commission not to <br />proceed with the airport unless it is included in the National Plan of <br />Integrated,A~rports Systen (NPIAS). <br /> <br />Mr. Ippel state~ d that there are two ways to get involved; inclusion in NPIAS or <br />as a reliever facility. <br /> <br />Mr. Sieber stated that he feels the airport should not be pursued unless it is <br />included in NPIAS. <br /> <br />Mr. Donova~ stated that if Gateway were viewed as a reliever facility, it would <br />qualify for the same subsidies and would not require inclusion into NPIAS. <br /> <br />Mr. Seibert stated his approval is based upon Federal participation. <br /> <br />Mayor Heit~an stated that viewing the airport as an infrastructure implies <br />oontinued maintenance that will be required; have maintenance costs been <br />estimated or assessed? <br /> <br />Commission replied that the Master Plan addresses maintenance costs. <br /> <br />Mayor Heit~an, stated that the Master Plan makes assumptions as to potential <br />income that can be derived as a result of the airport; what about the potential <br />income for that area without an airport consuming that space. Mayor Heitman <br />recalled that at a joint meeting of Council and Airport Commission, the Airport <br />Commission wottld prefer a directive to research this question as it would be an <br />additional i expenditure. <br /> <br />Mayor Heitman stated that he would like copies of survey responses received <br />from businesses, cities and pilots. <br /> <br />Mr. Ippel stated that those responses are on file and he will see that Mayor <br />Heitman is provided with copies. <br /> <br />Mayor Heitman stated that the Master Plan says that closure or operational <br />restrictions of other metro airports could increase based aircraft at Gateway; <br />why are other airports closing and should Ramsey be taking these same <br />operational restrictions into consideration? <br /> <br />November 20, 1985 <br /> <br />Page 4 of 9 <br /> <br /> <br />
