Mr. Seiber~ stated that this statement in the Master Plan is heavily impacted
by what m.a~ po.te.ntially happen at Crystal Airport because they don't have the
appropriat~ safety and clear zones to protect the residents.

Mayor Heitman stated that the Airport Master Plan says that a search area for a
new minor airPOrt facility has been identified but if that facility is
developed it Will not impact Gateway's growth because Gateway is in a different
service area; what would be the role of this new airport?

Mr. Ippel stated that the new minor airport would serve northwest Hennepin
County. Metro Council, in their overall systems plan, identified the need at
some point in time for another facility probably to be located in northwestern
Hennepin County; they established Search Area A to be used at some point in
time should that airport development become a reality.

Mayor Heitman inquired if Gateway's designated role an attempt to beat the
compe ti tion.

Mr. Seibert stated that Search Area A does not pertain to Gateway but it is
close enough to justify making reference to it in the 5~ster Plan; people using
that new airport would not use Gateway and vice versa for reasons of airport
type and l(~gistics.

Mayor Heitman stated that the Master Plan recommends reserving space for
additional~hangar development; is that additional space for hangar development
reflected in the costs?

Mr. Ippel stated that the Master Plan is recommending reserving space for
additional~hangar development within the confines of the airport property.

Mayor Heit~an stated that the Master Plan says that Alternative B is the only
viable alternative for development of Gateway; what key factors formed the
basis for this determination?

Mr. Seibert replied that the key factors were wind direction, runway elevation
and the high cost of constructing a crosswind runway which would require
relocation of Cty. Rd. #56. 5he other alternatives were not logical and too
costly; Alternative B is the best of the alternatives proposed.

Mayor Heitman inquired if the noise level at Gateway was measured and if not,
will it be?

Mr. Ippel stated that as reflected in the Airport Master Plan, noise at
airports the size of Gateway always fall within acceptable guidelines.

Mayor Heitman inquired if the guidelines are appropriate and stated that he
gets the feeling this Commission is not taking noise seriously because it is a
perception issue.

Mr. Seibert stated that studies show that the noise level at Gateway would be
no different than at another similarly sized facility in another similar

November 20, 1985
