Regarding the possibility of the residential area <br />to the north ~eeting the definition of an established residential and built-up <br />urban area~w ~hat is sc~ethin§ the zoning body for the airport would have to <br />make a det~ r~imation of and Mn/DoT would have to concur or disagree. If Mn/DoT <br />concurs, Zor~ B restrictions would not apply to the entire area. Zone B <br />restrictiOr~8 cannot be imposed on at least those homes developed prior to 1978. <br />The model Ordinance is based on oommunities being able to protect public <br />facilities to the best of their ability with police power through compensation <br />to the p~Operky owners. If a woratoriom were to be instituted, you would not <br />want a morat~r~iu~ against develo~ent in it's entirety; you want an ordinance <br />that would closely parallel what the City would adopt as it's zoning ordinance <br />were an airport to develop. <br /> <br />Commissi°r~r $ieber brought up the subject of residents in Zone B being able to <br />subdivide for financial reasons should sewer and water come to that area. <br /> <br />Mr. Otto that those ~rcels would not be eligible for subdivision but the City <br />could provide from some compensation through the assessments. <br /> <br />~ ~eVi~ew Hakanson/Anderson Billing: <br /> <br />Commission proceeded to review a letter from Hakanson/Anderson to Mr. Lloyd <br />Schnelle dated August 29, 1985 regarding additional services performed. <br /> <br />Motion by Oa~missioner Sieber and seconded by Commissioner Seibert that <br />additional~ services performed by Hakanson/Anderson are reasonable and justified <br />and to reCOmmend that City Council authorize payment of $3533.15 (73 hours x <br />$48.07). <br /> <br />Further Disc~ssion.' Mr. Koshak stated that the City can apply for a 80% <br />reimbursement from Mn/DoT. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, <br />Sieber, Setbert, Larsen and Greenberg. Voting No: None. Absent: <br />Co~missior~rs Stauffer and Soderholm. <br /> <br />Erickson, <br /> <br />Case #3: General Discussion: <br /> <br />Chairman Ippel referred to an article in the Metro Section of the Star and <br />Tribune which stated County (km~issioner Haas is very mad~ abOut Waste lb 'J \~ l <br />Management ~ of Minnesota's proposed expansion of the landfill in Ramsey. <br />Chairman I9pel~ stated that Waste Management has proposed, as a remedial action <br />to gro~dwater oontamination, and separate from Site P, to increase the <br />elevation of the hill and steepen the slope so that water runoff will drain <br />away rather than seep into the hill. The fill they propose to accomplish this <br />with is 1.2 million cubic feet of garbage. Chairman Ippel stated that if the <br />hill elevation is allowed it would encroach airport airspace. <br />Hakanson/A~derson has issued a letter to Bob Hutchison of the County regarding <br />this matter.
