a potenti~l landfill site. 5he Metro Council is in the process of selling
bonds which Will be used to do the EnvironTental Impact Study. Late this year,
or in the early part of next year, the County will scope each of the 3 sites
and assess, which one is to be recommended. Chairman Ippel stated that he has
been told that the 3 sites are to be assessed fr~ the same level but it will
be taken into consideration that Site P does have an airport in the vicinity.

Cc~missio~r Siebert quoted excerpts frcm the following:

1. Aviation Adds $2 Billion To Econc~y, Metro Monitor, September 1985 -

'~he facts ar~ figures ooze frc~ a Metropolitan Council study done this year in
connection wi~h the updating of the Council's policy plan for the region's
airport syste~. General aviation- business, private and pleasure flying -
also oontrlb~es substantially to the economy of the region, the report said.
Besides $4~ million in direct and indirect wages, it's estimated to bring about
$55 millioD in other expenditures. While sc~e general aviation takes place at
the Interr~tional Airport, most occurs at the region's ~aller airports. A
1984 stu~ ~f ?one of those - Flying Cloud Airport - shewed that the surrouning
Eden Prairie area benefited directly frc~ the location of the airport. The
airport ha~ 193 e~ployees with an annual payrol of $3.6 million. The purchase
of local gO. paodstem]Sera services amounted to $632,000; taxes paid were $275,400.
Another study was done earlier of the St. Paul Downtown Airport. It
showed 328', e~l~ees with a payroll of $6.5 million, purchases of godds and
services tOtal~ling $2.5 million, and taxes paid of about $223,000."

2. Article Gontained in Denver Business, September 1985 Issue -

"One of the ~ost narrowly target-marketed projects underway in the area is the
280 acre F~ont Range Airport Park at 1-70 and Quail Run Road, 10 miles east of
Aurora Business Center. The project, which is being put together by Boettcher
Development Inc. is being built around the year-old Front Range Airport. The
first [~hase, according to developer Harry Boettcher, is being marketed almost
exclusively to a narrowly defined group of potential users whose businesses
require ~ate access to an airport: high-tech firms who ship parts across
the nation'and aircraft service companies, for example. The initial
develoI~e~t phase of 50 acres is planned for build-out of 620,000 square feet.
Almost all of that building space, according to Boettcher, will have taxiway
access to the airport runways. Boettcher acknowledges the large-scale
competitio~ in the corridor's industrial market, but says specifics are key.
'Sure, there's an awful lot of industrial ground between us and Montbell,'
Boettcher saysw 'but it's very difficult to taxi an aircraft into any of those
industrial ~parks.' Whatever the extent of change in the corridor, market
observers say develo~ent is bound to continue."

Chairman Ippel stated that he attended the last Economic Develo~ent Commission
meeting and t~ey voted to recommend that City Council endorse the Airport
Master P1an.

APPROVAL OB AIRPORT (I)~4ISSION MEETING MINUTES

Sept~ber 18, 1985
