As airport consultants for the City of Ramsey, we <br />have been r~quested to comment on the proposal's impacts to Gateway <br />North Industrial Airport. <br /> <br />Present licensing of the landfill allows a height between 1020 and <br />1024 feet mean sea level. The proposed increase in elevation would <br />allow a maximum height of 1030 feet. The established airport eleva- <br />tion of Gate~ay. North is currently 875 feet. The airport's defined <br />(Federal AViation Regulation, Part 77.25) horizontal surface elevation <br />of 1025 feet encompasses the landfill. The proposed increase in <br />height would thus penetrate the existing horizontal surface and <br />infringe on navigable airspace. <br /> <br />The Federal AViation Administration (FAA) should be requested to make <br />a determination of whether the proposed alteration constitutes a <br />hazard to aiir navigation. <br /> <br />The County should be aware that a draft Master Plan Study for the <br />Gateway North Industrial Airport has recently been completed. The <br />proposed plan indicates a new airport elevation of 870 feet, in <br />effect, loWering the horizontal surface to 1020 feet. The proposed <br />landfill he£~hE increase would thus further penetrate navigable <br />airspace, we would urge that the landfill height be limited to less <br />than 1020 fe~t to protect the airport facility. <br /> <br />The County should also be aware that FAA Order 5200.5 defines <br />landfills located within 5000 feet of any runway used only by piston <br />type aircraft as an incompatible use in the vicinity of the airport. <br />The Order further recommends that sanitary landfills located within <br />such a defined area be closed to eliminate potential hazards to <br />aviation. <br /> <br />civil ·~ municipal · p~nning · soils · ~nd surveying ~ ~ndscape architecture <br /> <br /> <br />
