the Federal AviatioD Administration and Metropolitan Council for their review
prior to the p~b~!c hearing on August 21, 1985. We are now waiting for
comments frem ~ese! agencies. This will be the final public hearing on the
master plan. A~.~terl the hearing, there is a ten day period open for comments.
Then the Airpor~ ~O~ission will make a recommendation to the City Council who
will make a f'~.~ decision. If it's approved, Phase #2 would include zoning.
The year 1989 w~uld be the first year to possibly consider construction. Even
though we're atithe tail end of the master plan, it's a long way from actually
beginning the p:oject.

Right now, the airp~ rt is a metro area airport privately owned but used by the
public. Approximately 235 acres of land would need to be acquired if the
airport expanstgn b~came a reality. The minimu~ runway would be 60' x 3,300'.
County Road 9116 would have to be realigned for adequate clearances and some
trees and structures would need be be removed.

There was disc~Ssi0n regarding the hanger unit, AVTI facility and arrival/
departure faciltty,i etc. Mr. Otto showed the Commission the airport layout
plan, approach pla~, property map, etc.

Mr. Otto state.~ that the total cost of the program is approximately $4.9
million. Of that a~ount, public use areas and facilities and road relocation
would be eligible for Federal funding at a 90% - 10% ratio. The first five
years will be the most expensive. Those public funds are received from user
taxes, excise ta~es., etc. ~he State would contribute $110,000 and the City's
cost would be $~35,000 roughly. At ten cents on the dollar, this would be a
very good economic benefit to the City.

The first hurdle is getting the Gateway North Industrial Airport into the
National Airpor~ System Plan so we can be eligible for AIP funding. Without
those funds, it~wo~ld be a too costly local effort or State/local effort.

Mr. Dargis from KANO Radio asked if Highway #10 would need to be moved/
realigned if it is under the flight path.

Mr. Otto stated ~ that the criteria for highway clearance is 15' and 17' over an
interstate. We would have a 40' or more clearance.

Mr. Dargis asked about the homes next to the airport.

Mr. Otto stated that there will be no safety problem or hazard. All homes that
are within the clear zone are proposed to be acquired. Federal criteria for
homes is 2~.80~ while the State is more restrictive at '~. ¢\~-~

Mr. Dargis questioned why County Road 9116 has to be realigned.

Mr. Otto explained that a 600' clearance at the end of the runway is minimum.
The way it exists now, the road would be on the runway.

Mr. Dargis asked what stage the airport master plan is in.

Mr. Otto reiterated that we are waiting for plan concept approval from the
three review a~e~ncies saying that the concept is correct, meets all criteria
and is an eligible facility for funding. The City will have to take initiative
on this. Augus~ 21st is the public hearing. Then we have to wait ten days for
any comments. ' After that, the Airport Commission will meet and make a
recommendation ~o ~ouncil who will make their decision at their meeting in
September.

Airport Commission/July 17, 1985
