Mr. Dargis asked whether the City has received negative comments from <br />homeowners in t~e area. <br /> <br />Mr. Otto said t~.at property owners would be willing to sell as long as they <br />received a fair market value for their homes. There hasn't been a lot of <br />opposition. <br /> <br />Mr. Erickson agreed that there has been some, but not much oppostion. <br /> <br />Chairman Ippel .~tated that there was an initial public meeting explaining what <br />the study was, at which time the Co~ission addressed additional concerns. Then <br />an open house was held at the airport and airplane rides were given. At that <br />time, two possible ~roblems were raised: noise and safety. The noise factor was <br />more of a pr eGo .~oeived problem than an actual problem. In fact, residents would <br />have rather go~.~erl ~id of the trains and sand races than the airport. We then <br />held another p~b!fc hearing on the airport layout plan. At that time, <br />questions arose~ regarding how acquisitions would be treated. About 55 notices <br />were sent invi~ng ~th~m to the airport meeting. A survey was done in December. <br />The Council an~ members of the various Commissions were given a tour of <br />different airports.~ ~hen we held a public meeting and showed video tapes made <br />of different airports and some from inside the plane giving a birds eye view. <br />A lot of information went out to residents regarding this issue. There will <br />also be a mailing to the residents in the Tri-City Newsletter regarding the <br />public hearing on August 21, 1985. Actually, there is only a small residential <br />area affected, as much of the land consists of the landfill and commercial and <br />industrial areas. <br /> <br />Mr. Otto stated that he ran into oon~ents that we're trying to build another <br />Crystal Airport, Rat airport was completed a number of years ago. It has <br />only a 1,000' clear zone. We are using more restrictions for an additional <br />margin of safetY, far above what Crystal has. Also, development moved in <br />towards the airport; we won' t have that problem here. <br /> <br />Mr. Erickson stated that an airport should not be located in such a high <br />density area with residential hc~es all around such as the Crystal Airport is. <br /> <br />Mr. Dargis asked what the margin is as far as number of persons for/against. <br /> <br />Chairman Ipp~li stated that it's hard to say. There was concern at the <br />beginning, but~ now that people have gotten answers to their questions and <br />things cleared ~p, 'there hasn't been much opposition. <br /> <br />Mr. Dargis asked what will happen to the AVTI program. <br /> <br />Mr. Greenberg s~ated that the AVTI has been at the airport since 1972. They <br />have four t~mpo~ary classrooms. The two programs are airport administration <br />and an air traffic ~ontroller program. <br /> <br />Mr. Erickson stated that their plan is to relocate the temporary buildings onto <br />another section-of the airport grounds. <br /> <br />Mr. Otto stated that if there's any problems that people haven't addressed yet, <br />they are how much is is going to cost them, why do they have to pay for <br />something they won't use, and what benefit is it to the City? <br /> <br />Airport Commission/July 17, 1985 <br /> Page 3 of 4 <br /> <br /> <br />
