to the aPDroving agencies; the best signal would be initiating the zoning
process, iGateway is a privately owned airport and statutes allow only a public
body such ~as ~he County or City to initiate a zoning action. None of Zone B is
acquired! !develouaent is restricted somewhat.

Mr. Fults .stated that some property owners are affected both by the landfill
moratori~ a~t airport zoning; should be a way of compensating these property
owner s.

Mr. Otto stated that in very few cases would owners of property in the B zones
be oompep~ated. The longer these airport areas are unprotected and development
progresseS~, the more expensive it gets to acquire the parcels and this in turn
drives [~ _the cost of airport development.

Councilmember Cox referred to the subject of the landfill interfering with
airport development and inquired if a finalized landfill would interfere with
the airport.

Mr. Otto ~eplied that if the landfill is completed at it's present
limitations,: it should not interfere with the airspace zone. Ceasing of
landfill Operation would solve the problen of bird attraction.

Councilme~ber (Dx inquired how the airport would affect the ~all cemetery in
the area.

Mr. Otto ~eplied that the trees and brush would have to be removed from the
cemetery.

Mr. Otto stated that airspace and land zoning are sought simultaneously; both
are equally /mportant and both must be in process or adopted prior to obtaining
State fina~ci~ participation. No airport development can begin until land
titles are cleared; the community puts up the initial dollars for land
acquisiti~ and then applies for reimbursement; reimbursement could take 30
days to several years depending on grant timing.

Mr. Glen ~ardin asked if Gateway, as proposed, would fit into the regional and
National air .system plan.

Mr. Otto stated that the regional concept for an air system plan is a limited
number of airports serving a large area; criteria for the National system is
that the a~rl~rt serve a oommunity more than 30 minutes from another National
system airport.. Gateway is 23 minutes from Anoka County Airport. Mr. Otto
stated that he thinks Gateway could get regional and State support for
inclusion ]~ ithe National system plan based on the fact that Gateway would
serve northwest Ramsey and Elk River, which is more than 30 minutes away from
Anoka County Airport.

Mr. Terry Hendriksen inquired as to the process to be used in surfacing
runway, taxiway, etc.

Mr. Otto s~ated that Stage I would included bituminous construction of runway
and taxiwa~ oonnecting to building area. Stage II would pave apron at
arrival/departure building, parking lot, access road and T-b~ngars. Stage II
May 15, 1985
