would pave apron and T-hangar expansion. Pavement allows full weather use of
the facil!ty;~pavement increases the cost of maintenance.

Mr. Terry H~iksen stated that he seriously questions that the amount of
revenue ~ene£&ted will be as forecasted.

Mr. Otto. stated that the amount of dollars of economic benefits - not revenues -
forecast_e~ as~ being spent by transient passengers at Gateway was estimated on a
very ~~'.nu~ber, $35/day. Gateway will also generate economic benefits
through recreational and proficiency use.

Dave Anderson: stated that he owns D.J.'s Furnace Cleaning, which is located
just east.~of~ateway's runway. Mr. Anderson stated that 50% of his business
is out-of~Stabe and he would prefer his clients to come into Gateway rather
than Inte~natIonal. Mr. Anderson stated that in a years time, the two
corporati~ns! he deals with spent $50,000-$100,000 on food, lodging and
entertai~e~ for customers; some of this could co~e to Ramsey if Gateway
were impr~ve~ ~ The one drawback would be the 3300' runway as most of the
aircraft are small and large twin engine.

Mr. Terry Hendriksen inquired as to the types of approaches planned for at
Gateway.

Mr. Otto replied that both would be non-precision approaches.

Mr. Chuck $oderholm introduced Jack Johnson, c~ner and operator of Northland
Aviation.

Jack Johnso. n~Stated that his present operation includes 30 aircraft and it is
outgrowi~g it's facility at Crystal airport; the operation is hesitant to
improve it.'s facility because the future of Crystal is doubtful; Crystal may
not exist ~in 110 years. Mr. Johnson stated that his operation is looking to
relocate; .Flying Cloud is full, some opportunity at Anoka County but Shoreview
objects, St. '.~aul is in development stage and high test area. Mr. Johnson
stated that Ge projections for useage of Gateway are way under considering
Crystal ~-$ oniit's way out. Mr. Johnson stated that Ramsey has a good area
for airport ~v. elo~ment, which would also bring in more development along Hwy.
#10; people ~n't realize what an affect an airport has; airports accessiblity
draws develo~ent just like a freeway does. Airports like Gateway are needed
and have a!~ positive impact on the community.

Mr. Otto s.tated that the projections for Gateway do not include syphoning from
Anoka County and Crystal facilities.

Mr. Jack IPpel read a letter dated May 15, 1985 from Mr. Mike Nallick of
American S~redded Paper Company in Ramsey regarding his support of Gateway
North Airport development. (See Attachment I to these minutes.)

Mr. Jack Ippel stated that he also talked with Maynard Johnson, developer of
Air Lake InduStrial Airport, and he said airports have a definite impact on
bringing p%o~ ple to the area; airports are considered another utility the
community has to offer.

May 15, 1985
