Federal participation is 90% and on a State/municipal basis, it would be
2/3's State and 1/3 municipality.

Chairman Ippel :then read to the Commission a letter from Larry Koshak
dated OctOber ]~6, 1984 regarding the Airport Master Plan and that it is
planned that documentation will be submitted to Metro Council, State and
Federal age.~ci'es on approximately November 6, 1984 and that the final
public hear.~ng could be in late January or early February of 1985.

Discussion ensUed as to the possibility of conducting a final public
hearing jointly with Council.

Chairman IPPel suggested that the Commission, in the near future, contact
communitieS~with airports (like Air Lake in Lakeville) and research the
ways in which their cof~nunity benefitted from the airport.

Commissioner Sieber stated that the City spent money to see how much an
improved m~ictpal airport is going to cost; there ought to be a study
done on where the revenues will come from to pay for the project.

commissioner Siebert stated that citizens have suggested that the
Commission study other communities hosting airports and Air Lake would be
a good place to start.

Co~missione~ Sieber stated that when the final document is complete, he
wants to see as much documentation on raising revenue as spending revenue.

Bruce ThomPSon stated that land in the vicinity of the airport is for sale
and inquire~ if a moratorium has been placed on the land.

Chairman Ippel stated that the owners of airport property have declined
offers to sell:,so as not to kill the potential for an airport; the
moratorium ~s self-imposed by the landowners.

3) 'Meet ~tle 'Candidate':.

Chairman IPpel stated that Councilmember Jean Schlueter contacted him
, ,
regarding the: ~Meet The Candidate meeting sponsored by the League of
Women VoterS; what they are looking for is key issues that the various
Commissions' would like the candidates to address.

Commissioner Siebert suggested that the candidates address their long
range goalsi and objectives for the City of Ramsey -- is it to develop or
is it to re~ain a bedroom c(~,~;,unity.

4) November Meeting of Airport Commission:

Consensus was that the Co~mission will meet on Tuesday, November 20, 1984
rather than'on!Wednesday, November 21 and that City Staff notify Ron
Erickson, Steve Larsen and Don Stauffer of any Airport Commission business
and meetings just as though they were all members of the Commission.

ADJOUR~ENT
