Chairman~Ippel stated that the first public hearing was held to
brir~g th~ citizens up to date on the airport study and reaffirm
the faot~that it was just a study to answer questions. At the
second public hearing the preliminary Airport Layout Plan was
presented; for the first time we really knew just what land would
have to be acquired and who would be affected in order to build a
minimum facility that would qualify for Federal participation.
This Commission then sent out a letter to potentially affected
propertylholders of record inviting them to this particular
CommissiOn meeting in order to make them aware of the exact
situation. No land acquisition is commencing at this time; no
recommendations have been made by this Commission or City Council
to proceed with the airport project.

Mr. Merland Otto - Stated that his firm was charged with
determining whether or not an airport is technically feasible at
the current site that would meet State and Federal requirements.
State requirements are more restrictive than Federal
requirements, especially in approach areas; State requires longer
clear zo~es but will allow for shorter runways. However, we are
aiming fbr Federal participation so we went with a longer runway
than State requires.

Mr. Otto stated that his firm was also charged with determining
the need for this facility. In recent years, the number of based
aircraft at Gateway has been over 30; projections were based on
growth pmttmrns of similar facilities in the Metro area and
applied ~o Ramsey; we are projecting mid-40 to high-50 based
aircraft at 8ateway.

Mr. OttOstated that his firm looked at what area businesses are
using i~n the way of aviation and a 3300' runway is what they
requirmd~

Mr. Otto. stated that a 3300' runway facility is justified and it
will fit on the current site.

Mr. Otto stated that the airport study will now begin to look at
whether or not the costs associated with this type of airport
development is warranted.

Mr. Otto. then presented that Airport Layout Plan and stated that
the layout was limited because of the railroad tracks and Highway
#10. Mr. Otto then pointed out the clear zones as zones which
must be free of all structures and are recommended for
acquisition. Mr. Otto stated that there are some density
restrictions on land beyond these clear zones. He stated that
County Road #116 would have to be relocated to the north.

Mr~ Otto. stated that the earliest anything can happen, should the
City deciide to proceed with this plan, is in the t985-1989 time
frame. ~he second stage of development, 1990-1994, would
concentrate on developing airport building area, public apron,
