arrival/departure building, parking facilities and hangars. <br /> <br />Mr. Ottoilstated that if the State is to receive any Federal <br />assistance at all in land acquisition, the State and community <br />must mak~ assurances, prior to applying for the money, that they <br />will follow a uniform acquisition and relocation program; ail <br />landowners ~re guaranteed fair market value for their properties, <br />which is!determined through a series of appraisals. The entire <br />process of acquisition takes about a year and everyone that is to <br />be acqqi~ed is assured that they will be compensated fair market <br />values, expenses incurred in relocating and higher interest <br />rates. <br /> <br />Mark Entsmi~ger - 14951Ramsey Blvd. - Stated that he owns a farm <br />hor,~e adjacent to Tom Thumb which he is in the process of <br />re~m~delling. His remodelling project is due to be finished about <br />the ti~e!th.e City would start talking acquisition. Mr. <br />Ents~ingep.Stated that he has ~ore pride in his home than he <br />wants icl see an airport. He stated that planes are flying 20' <br />above his hduse now inquired if there would be commercial flights <br />or jet~ ~tilizing the airport. <br /> <br />Mr. Otto stated there would not be commerical flights and also <br />noted that ~here would be no exceptions made to properties within <br />the clea~ zoMes; bargains are sometimes made on properties <br />outside the clear zones. Mr. Otto stated that Gateway would be a <br />minimal faOility with a paved runway and taxiway and the largest <br />planes t~ere would be a light twin engine with a capacity for 6 <br />passen~e~s~!basioally, you would have the same type of useage you <br />have at Gateway today. <br /> <br />Rick Sqn~ah~ - 16169 Jarvis - Referred to airport study done on <br />General Mil~s property 3 or 4 years ago. <br /> <br />Chairman Ipgel replied that this Commission has been charged with <br />studying the current Gateway North site only. <br /> <br />Mr. Ottoistated that there are a number of procedures to go <br />through in airport development and it is not uncommon to see <br />proje~tStaRe 8 years from initiation of airport study to an <br />operatio~alifacility. Mr. Otto also noted that these State and <br />Federal f~nds are derived fro~ airport revenues obtained through <br />ticket ~alee, excise taxes, etc. These revenues are put in a <br />trust fu~d ~nd dedicated for airport improvements and it does <br />take a w~ile to get on the priority list for these funds. <br /> <br />Mark Ent~mi.nger inquired as to what Mr. Otto meant by 90% Federal <br />and 10~ local participation. <br /> <br />Mr. Otto~e~glained that all public use facilities are eligible <br />for 90% Federal cost participation and the local community would <br />be respo~si'ble for 10~ of the cost. <br /> <br />Mr. Entsminger commented that we would have the noise nuisance of <br /> <br />Page 3 of 6 <br /> <br /> <br />
