an aiport and we would also be paying for it.

Mr. Ottoi.~eglied that the local share would not have to come from
general ~bl~igation bonds, for instance. An airport facilitiy car,
be considered like a utility the community is offering; there is
no reasoM to expect that Ramsey will grow without services to
offer.

Mr. Entsminger stated that Sateway is more a pleasure aircraft
facilitYand what the city needs is some real revenue generating
business, and Anoka will derive more benefit than Ramsey.

Mr. Otto rePlied that an airport will attract those businesses
to RamseY.

ChairmanlIppel stated that part of the Airport Study is to look
at the costs associated with this type of development and the
economical benefit to Ramsey. There are businesses in Ramsey now
because of the airport and others have indicated they would
locate here if they knew for sure that the airport is going to be
there. ' Chairman Ippel stated that one of the things the
Commission ~s looking at is will the airport generate jobs and
reve~ue~th~ way to keep property taxes down is through an
ir~crease~ tax base and that industrial park has the potential to
take the pressure off of the rest of the community. If it is
determined that there is no benefit to developing the airport,
nobody o~ this Commission or City Council will support it.

Mr. Entsminger stated that the airport is not being used to it's
fullest Mow.

Mr. Oft°rePlied that with ar, underdeveloped facility, you have a
much higher percentage of training flights; as a facility
develops you get more business traffic.

Lit, da Rahn - 7301 149th Avenue - Inquired when the City plans or,
going through with this airport project.

Chairman Ippel explained again that the City is in the process of
studying!the issue only; no decision has been made to go ahead;
this Commission is gathering information on which to base it's
recommendation to Council. When the study is completed, which
will be towards the end of this year, this Commission will make a
recommendation to Council to either cease or proceed to develop a
mur~icipally owned airport. Council will then make the final
decision. ~f Council approves it, there are many processes yet
to go through like application for Federal participation and land
acquisition.

Oregg Ra~en - 2708 Bunker Lake Blvd. - Andover - Stated he owns
commercial property ir, the affected area and inquired if he
should pro.ed to develop or leave the property in limbo
(prope~t~ is adjacent to Tom Thumb).
