itinerant oPerations at Gateway are 1278, consider ~51 of those
operations as 'just arrivals' with a passenger load of 2~ which
adds up to'BOO annual arriving passengers spending $70 each.
Figuring! on-the low side at 800 passengers spending $50 each adds
up to $40,000/year for the community. Using the multiplier affect
that the'Chamber of Commerce goes by in the year 1990 you would
have 3300 passengers at $50/day for a direct economic impact of
$100,000 and an indirect economic impact of $660,000; this figure
is close~tothe City's initial investment for Stage I development.

Mr. Koshak stated that there are other issues yet to be researched:
environmental , noise, land use,~social impacts, etc.

Mr. Koshak stated that the preliminary Airport Master Plan will be
submitted to Mn/DoT, FAA and Metro Council for comment and a
third public meeting will be held some time after that. At this
third me,ting the final facts will be presented to the Airport
Commission for their action.

Ken Wagner - 8410 156th Lane - Total costs for development add
up to 1.2 million as the City's share; how can RamseY afford
this?

Chairman~ Ippel replied that the method of financing has not yet
been researched; purpose of study is to identify if the airpOrt
is feasible., determine minimum requirements to meet State and
Federal ~ligibility criteria, estimate costs involved, project
economic! benefit to be derived and determine what type of
financing is available. Half of that 1.2 million is for hangars
which ar~ in Stage II development and pay for themselves.

Virgil Rose- 15127 Ramsey Blvd. - Projected dollars spent by
intine=a~t passengers ($70/day) was a nationwide study~ neXt
study done should generate numbers from comparable airports in
the area. Another thing to be considered is that Ramsey does
not have' ailot of restaurants, car rental agencies and hotels~
we don.~t~have these types of facilities to take these monies in~
What wou.ld be the impact of the airport from a utility aspect?

Chairman Ippel stated that impacts of airports on ~their respective
communit%es! will be looked at and noted that he 'has done some
preliminlarM research at Air Lake Industrial Park in Lakeville,
Minnesotm. Air Lake Park is similar to what could be 'in Ramsey~
Air Lake has created employment for 2500 peOple~ Twenty-five
percent of LakeVil~'sassessed valuation comeS out of that
industri!al Park and 1/3 of it has not been deVeloped yet. As
far as ~tit%ties, an airport should lessen the'neCeSsity ~ase. d
on the amount of area required and the reSUlting decreaSe 'in
density. ~

Virgil Rose- Industrial growth, because of the airport, would
require Se~er and water,

Chairman~ Ippel agreed and stated that according to' the City's
ordinance, improvements would be asseSsed against 'the ~propertM
ownezs that. are benefitting~

AP/August 22, 1984
Public Meeting
