Ed BabCoick i- 118 East Main - Anoka - Stated he is with the firm <br />of Babeo~cki,? Locher and Manella and represents Max Schwartzman and <br />Sons. Mr. Babcock stated that Schwartzman owns several hundred <br />acres a~ross from McGregor's on Hwy. 10 and his client is concerned <br />with the i~pact to their property; they have not been holding this <br />property for all these years for other than investment reasons. <br />Mr. Babcock stated that his clients are in a position where they <br />can, when the time comes, make a substantial investment that would <br />be a mix of retail, commercial and residential on that property. <br />That deWelopment would have substantial impact and benefit on <br />Ramsey; this airport plan cannot help but be detrimental to their <br />proposed development. Why hasn't the Commission and the consultants <br />consider~ed an alternative location for the airport facility? <br /> <br />Mr. Koshakireplied that Ramsey has participated in several studies <br />since l~77!~regarding potential airport sites in Ramsey. In 1980, <br />after reviewing a number of sites, it was concluded that the <br />General Mi%ls property would be a viable site. That site was <br />presented to Council and because of community comments, it was <br />rejected. The State has said that because Gateway is an existing <br />site, this 'is the site they want us to study; they say that Ramsey <br />has considered other areas and it has not looked to be feasible. <br /> <br />Mr. Otto stated that within this particular study, our limitations <br />are the ex~sting site; it's not that the State would not possibly <br />fund another site within Ramsey. <br /> <br />Mr. Babcock stated that it would seem logical for the Commission <br />to inst=Uct the consultants to work up some figures on alternate <br />sites in R~amsey. <br /> <br />Chairman Ippel replied that the City can't do anything more with <br />the consultants than what has been contracted for with the State. <br /> <br />Mr~ Babcock stated that the Commission should plant the seed of <br />an alternate airport site in Council's mind and he will try to <br />do the 'same. <br /> <br />Commissi[oner Donovan stated that Council formed the A~.rport <br />Commiss%on to study the feasibility of the presently privately <br />owned airport becoming a municipal facility. Commissioner <br />Donovan istated that personally, he feels that other sites have <br />been gone 'over sufficiently and if the existing site isn't approved, <br />nothinglwitl be an airport in Ramsey~ <br /> <br />CommissiOner Soderholm stated that the Commission would like to <br />see the !plans of Mr. Babcock's c!ients~ <br /> <br />Mr. Babcock stated that the consultant's figures quoted regarding <br />economi~ benefit to the City while reasonable, are kindly towards <br />the aspect ~of improving the airport~ The consultant suggested <br />that economic benefit from itinerant passengers would be $40,000/ <br />year; One 'small buSiness will bring more economic benefit than <br />$40~000/ year into the community.
