Chairman IPpel introduced Mr. Larry Koshak of Hakanson/Anderson Engineering, <br />the consultantsI engaged by the City to handle this project. <br /> <br />Mr. Koshak ~ntroduced Merland Otto of Ralph Burke and Associates, subcOntracted <br />consultants'on the project; Mr. Harry Namec from the Minnesota Department of <br />Transportation, Aeronautics Division and Mr. Mark Ryan from the Metro Aiport <br />Commission. <br /> <br />Mr. Koshak stated that the Airport Master Plan will take about one year to <br />prepare and consists of the following: <br /> <br /> 1. Discovering history of the airport in order to do some aviation <br /> forecasting. <br /> <br />2. Review site and why it was selected. <br /> <br />3. Public survey of pilots and businesses in the area. <br /> <br />4. Develop an airport layout plan. <br /> <br />5. Review environmental aspects of developing an airport at this facility. <br /> <br />6. Designate airport zoning -- land use and air restrictions. <br /> <br />Mr. Koshak Sta~ed that surveys were sent to 320 pilots and the response was <br />about 45%. From those surveys, information was derived regarding how many <br />own air, raft and where they base their aircraft. Out of the 67 that own <br />aircraft, 13 base at Gateway North. Surveys were sent to 300 business in <br />the Anoka, Elk River and Ramsey area and the response was about 27%. Of the <br />27% that ~eSponded, 22 businesses have company pilots and 5 business have <br />company airplanes and 4 companies lease aircraft. Forty businesses felt <br />that an aiP~rt does have an economic impact on business and the area. <br /> <br />Mr. Merland Otto stated that in 1983, 12 aircraft were based at Gateway North <br />and annua~ Qpe~ations was 15,100. In 1982, 23 aircraft were based at Gateway <br />with annual~operations of 21,400. In 1980, 33 aircraft were based there with <br />annual operations of 25,400. Activity has dropped off in the past several <br />years due tO economic conditions, but there has been a fair amount of activity <br />in the past~and it is indicative of the need and demand. <br /> <br />Ken Wagner - 8410 156th Lane - Inquired as to how many of the annual operations <br />quoted werebecause of students. <br /> <br />Mr. Otto - ~tated that he guessed about 75%, but a 7 day study will be performed <br />to get a bette~ handle on that. Those figures will change wi~h an improved <br />runway; improved facilities bring in more business flights. <br /> <br />Commissione~ Patz stated that the VoTech does not operate aircraft at Gateway. <br />Commissione~ Patz also pointed out that two studies will be performed at <br />Gateway: Ongoing use of the airport throughout the summer and a noise study. <br /> <br />Mr. Otto stated that the Airport Master Plan will look at upgrading Gateway <br />North to meet minimal requirements in order to make it eligible for State and <br />Federal funding.
