Sharon Mager .- Referred to discussions of acquiring County Rd. ~116. <br /> <br />Commissioner Greenberg stated that the Industrial Park currently <br />owns all ~ha~ land right now. Commissioner Greenberg stated that <br />the investors bought this land with the intent of holding it for <br />industrial development prior to Ramsey becoming a City; after Ramsey <br />became a City, the intent was to still hold the land for industry. <br />There was- no~ way to hold it without owning it. The land has been <br />a real financial drain on the investors; if it doesn't go public, <br />the airport will be shut down and sold. If you are~ looking to bring <br />industry in, you have to make concessions; this is not a profit <br />making deal for the investors. In our State, we do tax industry <br />heavily; in t965 that 140 acres, as a family farm, was paying $450 <br />in taxes andl today that same area pays $400,000 in taxes per year. <br />There are'no, residences on that property; that revenue is coming <br />from 10 small businesses. Most of this tax revenue goes to the <br />school district and if these businesses were located just 4 miles <br /> ? <br />to the west, those revenues would be going to a different school <br />district.~ The investors won't get rich off this land; they invested <br />just as a puDlic venture and the books are open to the public and <br />you would wonder why we were so foolish to hold onto this land. <br /> <br />Kim Ippel~- How long are the existing runways and why don't you <br />just pave th'em as they are? <br /> <br />Mr. Kosha~ replied that the primary runway is 2500' and the crosswind <br />runway isr 18100'. Mr. Koshak stated that in order to qualify for <br />State and Federal funds, the runway must be 3300' long. This <br />required ten.gth will require adjusting the runway to the north and <br />acquiring~ some land. <br /> <br />Mertand Otto~ stated that the A zone involves 2200' and the first <br />1000' must kave clear title and the second 1000' has development <br />restrictions with existing structures being grandfathered in. <br />Ideally, iyou would have nothing in that first 1000' , but it is up <br />to the City iwhether or not that land will have to be acquired. It <br />is up to the City to develop a zoning ordinance agreeable to Mn/DoT. <br /> <br />Chairman Ippel stated that there are direct and indirect benefits <br />connected with an airport. Direct benefits would be airport payroll, <br />revenue generated to the City from tie down and hangar rental and <br />lease to ifixed base operator. Indirect benefits would be value to <br />City in ~he form of taxes from the businesses locating here because <br />of the airport. <br /> <br />Chairman Ippel also noted that Commissioner Greenberg was asked to <br />be on the Commission because he is active in the business community, <br />currently serves as Chairman of Ramsey EDC and it was thought that <br />his inpU~ would be vital. Chairman Ippel noted that Commissioner <br />Greenberg was nominated for Chairman of the Commission and declined <br />because of the conflict of interest factor. <br /> <br />Brenda B&ue~kemper - Realize that residences pay such a meager <br />amount in taxes, but if the airport goes municipal you will lose <br />tax revenue~ coming in from the businesses and residences 'gity~'will <br />have to acquire. <br /> <br />~P/May 16, 1984 <br /> Public Meeting <br /> Page 9 of 13 <br /> <br /> <br />
