rides to those persons that seem to have a great deal of concern
with theiiai~port and it's operation. PCA will be at the airport
also conducting noise level tests on June 2, 1984. Mr. Koshak
has provided forms to be used in recording airport useage which
will be accomplished within the next few days and those records
will be available for review at the open house.

CommissiOner Patz also noted that the tech center has pamphlets
on the field of aviation which could be mailed to the citizens
of Ramsey,

Mr. Schnelle inquired as to the status of Anoka and Elk River
interest in,the future of Gateway.

Chairman Ippel stated that he haard from Commissioner Greenberg
that AnoRa and Elk River support the idea of the Airport Master
Plan and~th~t the Mayor of Elk River would prefer that the
airport issue be brought to the attention of Elk River through
it's Cha~be~ of Commerce.

Mr. Schnelle pointed out that communities are planning their
budget~ ~oW.and if Ramsey is going to seek financial assistance,
now is the time to do so.

Mr. Koshak stated that when conducting the survey, he received
full cooperation from Anoka and Elk River Chambers of Commerce.
With re§~rd$ to the survey, Mr. Koshak stated that about 300
questionnaires were sent out to. businesses and approximately 80
were filled, out and returned. The largest group of return was
from pilOts!and that was about 50%. All of the surveys will
be tabulate~ on the computer and available for the public meeting
on May 16, 1984.

Mr. Koshak.then presented a couple of airport layouts and profiles
prepared by Merlin Otto. One of the layouts showed a 3300'
runway, without displaced threshold, that meets all Federal
conditions but would require the relocation of County Rd. #116.

Mr. Koshak stated that a survey was sent to Anoka County and
was filled out by the County Highway Department and included
the commentithat the highway department is concerned with the
airport plans including funds for the relocating of County Rd.
116.

Mr. Koshak then presented the other layout prepared by Mr. Otto
which he'felt was really not very feasible as it would require
16' of fill at one end of the runway.

Mr. Kosh~k Stated that another subject that might have to be
considered in the planning is the amount of space that would be
availabl~ for a complete fixed base operation, which is what
the pilots desire, if a cross wind runway is required.

DiscussiOn ensued regarding structures and trees that are in
the clear zones and Mr. Koshak stated that there will be
persons at ~he public meeting with expertise in such matters
to answer those types of questions.

AP/May 9, 1984
Page ~ of 3
