APPROVAL OF COMMISSION MINUTES <br /> <br />Motion bs Commissioner Siebert and seconded by Commissioner Morrow to approve <br />Airport CommisSion Meeting Minutes dated September 21, 1983. <br /> <br />Motion carried,. Voting Yes: Chairman Ippel, Commissioners MOrrow, Patz, <br />Sieber, Donovan, Soderholm, Moen, Greenberg and Siebert. Voting No: None. <br /> <br />NOTE COUNC!.L M~EETING MINUTES <br /> <br />The Airport Comission noted excerpt of City Council meeting minutes dated <br />September 27, :1983 regarding Council's motions granting Airport Con~nission <br />authorization ~o apply for State funding to perform certain studies and <br />authority to eXpand the scope of their study to include surrounding cities. <br /> <br />COMMISSION BUSINESS <br /> <br />.~ase #1: Mode1 Zonin9 Ordinance: <br /> <br />Mr. Larry Koshak of Hakanson/Anderson Engineering presented a map showing <br />how the airport could be laid out to meet State and Federal guidelines. <br />There areas of zoning: Primary Zone and Clear Zone. Clear zones have to be <br />under control of the municipality by fee ownership or by some instrument <br />attached tO the deeds. Ownership is required in the first 1000 feet and <br />covenance to the deeds is required in the second 1000 feet. The first thing <br />to do after a~site is selected and before construction begins, is to develop <br />a zoning ordinance and the Department of AeronaUtics has provided a sample <br />ordinance,'of which copies are included in tonight's agenda. Zoning consists <br />of two major issues: Airspace Zoning and Ground Safety Zoning. Airspace <br />Zoning is ~ 150' height limit to structures within a 10,000 feet radius of <br />airport. GroUnd Safety is divided into three zones: A, B, and C. Zone A <br />and B are horirzontal surface safety zones. Zone C is all the zoning for <br />the height restriction within the perimeter of Zones A and B. Nothing can <br />be within Zone A and existing structures will have to be dealt with by the <br />Department of:Aeronautics and there would be restrictions on any further <br />building. <br /> <br />Commissioner Sieber inquired as to how affected landowners would be compensated. <br /> <br />Mr. Koshak replied that he has not had an opportunity to research that part <br />of it; although he does not think that State and Federal agencies would <br />reimburse a municipality for having to make those kinds of compensations. <br />Ramsey's case ,is unique because you are modifying an existing airport, in <br />the midst of !existing development, in order to meet standards. <br /> <br />There was some discussion as to how the airport zoning would affect Jimmy B's <br />and McGregor's; it was noted that McGregor's is willing to be bought out and <br />restrictions being put on Jimmy B's. <br /> <br />Bruce ThomPson inquired if the City plans to put a moratorium on building <br />in the area of the airport until the airport issue is resolved. <br /> <br />Mr. Koshak replied that until the zoning ordinances are changed, building is <br />permitted ~n this area. <br /> <br />Commissioner Siebert noted that the KANO radio tower is 393' and at that <br />distance from the airport it is possible that the height restriction is <br />350' <br /> <br />AP/October 13, 1983 <br />Page 2 of 7 <br /> <br /> <br />
