Chairman Ippel~ inquired as to the steps to be taken now. <br /> <br />Mr. Koshaki'rep~ied that the Conm~ission must look at the costs involved in <br />upgrading the airport. MnDoT has indicated that they will help with some <br />of those 'costs.. Obtain a feasibility report regarding airport construction <br />and check to see if there is funding available for that s:tudy.~ After the <br />report, iflthe Commission finds that the project is feasible as far as <br />financial conditions, you obtain Council approval. Then the Department of <br />Aeronautics wi,ll take the project under consideration for funding and when <br />they approve the project and funding, the Commission can begin zoning. <br /> <br />Chairman Ippel~ stated that he assumes Council is making application for <br />study fund)ng and inquired as to how l/ong it will take to prepare the study <br />once the fUndi~ng is approved. <br /> <br />Mr. Koshak. replied that it would take 30-45 days to prepare the report. <br /> <br />Commissioner Sieber noted that Council's motion grants the AiKport Commission <br />authority to apply for study funds. <br /> <br />Discussion~requrned to whether or not there will be a moratorium on future <br />construction iin the area of the airport until the matter is resolved. <br /> <br />Corrmissioner Greenberg replied that building permits would require a public <br />hearing and tNe Airport Commission can let Council know that there should <br />be height resirictions, etc., so as not to create problems with meeting <br />State and Federal standards. <br /> <br />Commissioner Donovan noted that Council is trying to bring business into the <br />City and r~st~icting Zone A of the airport is something Council should be <br />aware of. <br /> <br />With regards to zoning, Mr. Koshak suggested that the Commission invite some <br />persons from the Department of Aeronautics to attend one of the Commission <br />meetings to a~swer questions. <br /> <br />Commission~consensus is that Commissioner Patz will contact Richard B. Keinz, <br />Assistant Commissioner, Department of Transportation, Aeronautics Di~vision, <br />Tel. 296-8~461with regards to how the Commission should applY for study <br />funding and extend an invitation to attend the next regular meeting of the <br />Airport Co~mi~sion for the purpose of answering zoning questions. <br /> <br />Mr. Koshak-also recommended that Dean Larson, Ramsey's Project Coordinator <br />at the Aerpna~tics Division and Jim Fortman, Planning, be invited to the <br />same meeting,' <br /> <br />Commissioner Sieber stated that a list of landowners in the pOltenti~lly <br />affected'zOning areas should be obtained and they should be informed as to <br />the plan being considered. <br /> <br />Chairman Ippel stated that the affected landowners situation would be more <br />appropriately handled at the public hearing. <br /> <br />Councilmember Schlueter stated that Council should be more particular in this <br />case and i~volve the affected landowners prior to the public hearing. <br /> <br />Mr. Koshak recommended that one the feasibility report is prepared a general <br />public hea~ing could be conducted. <br /> <br />AP/October 13, 1983 <br />Page 3 of 7 <br /> <br /> <br />
