APPROVAL .O~F C.(~MMISSION MINUTES
Motion by icommissioner Ippel and seconded by Commissioner Patz to approve the
Airport Co~mission meeting minutes dated August 30, 1983.

Motion carried. Voting Yes: Acting Chairman Greenberg, Commissioners Morrow,
Siebert, I,ppet, Donovan and Patz. Voting No: None. Abstain: Commissioners
Moen and Sieber. Absent: Commissioner Soderholm.

ELECTION OF OFFICERS

Motion by,Commissioner Patz and seconded by Commissioner Morrow to nominate
CommissiOner Greenberg as Chairman of the Airport Commission.

Further Di!scussion: Commissioner Greenberg stated that there is a conflict
because he is!a stockholder in the Industrial Park, he is Chairman of Ramsey
EDC, but iH the rest of the Commission members feel that he is the most
qualifie~,~ heiwill not shirk the duty. Commissioner Sieber inquired if
Commissioner Greenberg feels that there is a conflict of financial interest
involved with the potential possibility of recommending City purchase the
airport? iCo~.~issioner Greenberg replied that the whole industrial park
was a community endeavor and there are and have been some tough times because
of taxes E!nd the airport can no longer sustain itself as privately owned.
Commissioner Greenberg further commented that he is interested in aviation
and he fee~ls an airport is important to the community and he feels that if
Ramsey loses this airport, there will never be another. Commissioner Sieber
stated that there are rumors that the Airport Commission consists of those
persons who have a financial interest in it and will push the project through.
Commissioner !ppel replied that the rumors are from the same people who
circulated bad petit~,ons during the last airport issue. Commissioner Sieber
stated that h~ was one of those persons circulating petitions during the
last airport ~ssue and that his petition made no false statements. Commissioner
Ippel relied that most people tend to reject change because they are not
aware of the potential benefits -- it is a matter of educating and communicating
with the peoPle. Commissioner Donovan stated that it would be in the best
interest of the Commission that Commissioner Greenberg not serve as Chairman
based on. the fact that Commissioner Greenberg does have monetary interest in
the airport and that he already serves as Chairman of EDC. Commissioner
Siebertstatedthat one of the major tasks of this Commission will be public
relation~ ~and:the conflict of interest issue can be overcome if Commissioner
Greenberglis appointed by a unanimous vote and with the full support of the
Commission. Commissioner Sieber stated that he does not have a problem with
anyone chmiring this Commission if the intent of the Commission is to honestly
and objectively study this issue. Commissioner Sieber stated he is representing
the negative ~ide to the issue, that he fought very hard against the last
airport i~sueand most of the residents are aware of that fact and convincing
him that ~he!airport project will benefit the City won't do the Commission
any harm.~ Co~missioner Morrow stated that Commissioner Greenberg is too pro
airport and Commissioner Sieber is too negative and Commissioner Ippel would
be a more.neutral choice.

Commissioner Sieber made a motion to nominate Commissioner Ippel as Chairman
of the ASrpo~t Commission.

When asked, Commissioner Moen stated that she is not interested in serving
as Chairperso~n, that she wishes to remain as neutral as possible.

AP/September 2~, 1983
