COMMISSION, BUSINESS

Case #2: '.girPort Commission's Tasks As Assigned B7 The City Council:

Chairman IPpe! noted that the next meeting of the Commission will be held at
Gateway North~Airport. Engineers will be present at that meeting with a
presentation regarding necessary zoning changes and areas affected.
Chairman I~pel stated that these proposed zoning changes should be reviewed
by the Pl~nnimg and Zoning Commission and Economic Development Commission
should provide economic expertise.

Commissioner Greenberg submitted copy of a letter dated February 17, 1983
from Haka~son/Anderson Engineering to Mayor Gamec regarding a Proposal To
Prepare A ~Preliminary Study To Upgrade The Ramsey Airport at a cost not to
exceed $3300,

Commissioner~$ieber stated that he is not in favor of spending $3300 and
possibly comelto the concl~usion that the airport is not feasible. The
engineering firm should be able to provide a realistic estimate as to costs
and then a decision could be made whether or not to proceed with the project.

CommissiOHer Greenberg stated that the Department of TransPortation has
funding available that would cover a major portion of this study cost.

Commissioner $ieber stated that if the decision is made to order the study,
government funding could not be obtained and the City has to pick up that
unplanned'S3300 -- where would it come from.

Commissioner Moen stated that these kinds of things are typically taken from
the Council iSinkin~ Fund and there is about $5000 in that fund now.

Commissioner Sieber suggested that Council be requested to make application
for such funding and order the study if and when that funding is approved.

Chairman !ppe~ stated that he feels Council is looking for more affirmative
action from this Commission in the way of a definite request to order the
study.

Motion by Commissioner Greenberg and seconded by Commissioner Sieber to request
City Council make application only to the Mn/Dot for funds to prepare a
Preliminary Study To Upgrade The Ramsey Airport.

Motion carried. Voting Yes: Chairman Ippel, Commissioners Greenberg, Morrow,
Siebert, Bonovan, Patz, Sieber and Moen. Voting No: None. Absent:
Commissioner Soderholm.

Con~nission consensus is to form an Economic Subcommitte to research the
economic Benefits of a municipal airport and further that Commissioner
Soderholm wil~ serve as Chairman of this subcommittee.

Motion by Commissioner Siebert and seconded by Commissioner Donovan to appoint
Commissio~erSoderholm as Chairman of the Economic Subcommittee, contingent
up Commissioner Soderholm accepting the appointment. Further, to appoint
Commissioners Morrow and Patz to the Economic Subcommittee.

Motion carried.
