Councihnember ElVig stated that when they are getting very short driveways with nan'ow roads
there could be a real issue with turning into the driveways with some of the larger vehicles.

Pete Keely, ESG Architects, stated that the desire to allow higher density was that the Town
Center was going to be different and the rules would be different. Originally they were looking
at incorporating alllprivate roads, but they do agree with staff that having a 32-foot wide public
road with parking makes sense. The concept with what they are trying to do is that there is a
public side and~ a Private side. The intention is to have people coming to visit the park on the
main road with the private roads being more like an alley. The private roads will be 24 feet with
no parking.

Assistant Community Development Director Trudgeon noted that the units that do not front a
public street do have 25-foot driveways.

Mr. Keely stated that on a "backdoor side" the driveways could be shorter rather than the back-
to-back units. Where the driveways are at their front doors. They really want people to use the
public side. Another thought on the 25-foot driveway length discussion is that one of the things
they are doin~gi with the building is trying to break up the backside of the unit to get some
articulation. Mr. Keely reviewed the lengths of some of the more common vehicles.

Councihnember Cook noted that in this situation if the parking is in the back they do not have an
isstte with sidewalks.

The Council discussed at length with the architect the access as it relates to safety concerns.

Assistant Community Development Director Trudgeon stated that it seems that if there is a
public street around the units the 25-foot length driveways may not be as important as the areas
that do not have a public road.

Councihnember Elyig inquired if it was possible to widen the ends of the private roads to
accommodate ~ddittonal parking.

Mr. Keely replied that that could be done. He noted that the smallest garages would be 23 feet
with some ofth:e larger garages being 32 feet.

Councilmembet Ku?ak stated that she would like to see additional parking nodes. She also stated
that she would;like to propose requiring concrete sidewalks and trails within the Town Center
except in areas Where they would be providing recreation activity.

Assistant Director of Public Works Olson explained that so far all of the sidewalks they have
seen have been concrete sidewalks. All of the County roadways require a trail, but they have
always been bituminous. That does not mean the Council could not direct otherwise.

Councilmembe[ Strommen suggested that the Council review a map with a layout of the
sidewalks and :trails:and try and determine the areas that should be concrete.

City Council Work Session/January 6, 2004
Page 10 of 13
