Mayor Gamec stated that it is important to allow for rollerblading, and bikes within the Town <br />Center. ; ~ <br /> <br />Councihnember Elvig stated that the areas for recreational activity should be clearly identified. <br /> <br />The Council requested that staff provide them with a layout of the trails and sidewalks for the <br />Town Center. <br /> <br />3) Alpine Woods <br /> <br />Assistant community Development Director Trudgeon stated that Oakwood Land Development <br />is proposing to.create 27 urban, single-family lots on six existing parcels (Lot 1, Block 2 of High <br />Point 2nd Addition along with five metes and bounds lots to the south) generally located on <br />Sunfish Lake Boulevard and 153I'd Lane NW. There are a total of six existing homes on the <br />subject property; four will remain after development. As proposed, the plat ~vill require a <br />Comprehensivo Plan Amendment to extend the Metropolitan Urban Service Area (MUSA) to <br />include the subject property. The Planning commission reviewed the sketch plan at their <br />December 4, 2003 meeting. The Commission raised concern regarding expanding the MUSA <br />west of Sunfish Lake Boulevard feeling that the City was approaching sewer expansion in a <br />piecemeal fashion, i Staff discussed with the Planning Commission the fact that two feasibility <br />studies are cu~ently being undertaken to expand the MUSA and service to the north including <br />the area of the proposed Alpine Woods. After further discussion about the sketch plan, the <br />?lanning Commiss!on recommended that the sketch plan be denied due to their concerns <br />regarding the expansion of the MUSA area. <br /> <br />Councilmember Kurak stated that it is very important that the Council takes the time to review <br />the Comprehensive Plan and hold meetings with the Planning Commission to discuss some of <br />these issues. If that was done perhaps some of the concerns of the Planning Commission may <br />have been eliminated. In addition it may make sense to provide the Planning Commission with a <br />copy of the City Council weekly update so that they are informed as to what the Council is doing. <br /> <br />City Administr~ator Norman stated that at some point the Council should have a joint meeting <br />with the Planning Commission, but the Comprehensive Plan was adopted two years ago and in a <br />rapidly growing City the Comprehensive Plan probably could use some major revisions. One of <br />the main topics'should be eliminating the MUSA line. <br /> <br />Councihnember Zimmerman replied that he believes that there should be a MUSA line <br />somewhere in the City to allow for some staged growth. <br /> <br />Councilmember Elvig noted that he was happy to see a larger lot development rather than <br />townhomes. <br /> <br />Councihnember Str0mmen stated that it was very refreshing to see a single-family development, <br />but she does share the concerns of the Planning Commission about the piece meal of the MUSA. <br />From a public ~tandpoint they owe it to the citizens to discuss the process and the location of the <br />MUSA line and if they feel it should be changed they should go through the public process and <br />make the appropriate changes. <br /> <br />City Council Work Session/January 6, 2004 <br /> Page 11 of 13 <br /> <br /> <br />
