couNcnJ Bu; s NEss <br /> <br />Case #1.: .Emergency Management <br /> <br />Police Chief ~ay explained that the City received a grant through Anoka County to update the <br />City's Emergency Management Plan. He and the Fire Chief have been working to update the <br />City's current Plan.~ He explained that it is necessary to establish a City emergency management <br />organization responsible for City planning and preparation for emergency govenm~ent operations <br /> , <br />in times of dm~asters, to provide for the exercise of necessary powers during emergencies and <br />disasters, and to provide for the rendering of mutual aid between this City and other political <br />subdivisions of this State and of other states with respect to the carrying out of emergency <br />preparedness fflnctions. Staff recommended the introduction of an Emergency Management <br />ordinance to en.surethe City's preparedness in time of disaster. <br /> <br />Director of Pul~lic Works/Fire Chief Kapler stated that he was very proud of the process they are <br />using becaus.e [t is !a multi-agency approach for the City. They have gone through some great <br />lengths to in~ClUde Call of the necessary parties and to make sure the plan could be easily <br />implemented if;necessary. <br /> <br />The Council commended the Police and Fire Departments for working together and putting <br />together a plan to make sure the City is prepared to handle a big emergency. <br /> <br />Motion by C0uncilmember Elvig, seconded by Councilmember Pearson, to introduce an <br />ordinance addin~g section 3.53 to Chapter 3 of the Ramsey City Code, which section is entitled <br />"Emergency Management." <br /> <br />Motion carried,: Voting Yes: Mayor Gamec, and Councilmembers Elvig, Pearson, Strommen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: : Adopt Ordinance to Vacate Easements in Tranby Terrace 2~a Addition; <br /> Case of Robert Letendre <br /> <br />Assistant Community Development Director Trudgeon stated that on January 13, 2004, the City <br />Council introduced: an ordinance to vacate the underlying easements in Tranby Terrace 2® <br />Addition. According to the City Charter, the ordinance was eligible for adoption. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Strommen, to adopt Ordinance <br />#04-01 to vacate certain drainage and utility easements in Tranby Terrace 2® Addition. <br /> <br />A roll call vote was ;performed by the Recording Secretary: <br /> <br />Councihnember Pearson aye <br />Councilmembe~ Elvig aye <br />Councihnember Strommen aye <br />Councilmember Kurak absent <br />Councilmember Cook absent <br />Councilmember Zimmerman aye <br /> <br />City Council/January 27, 2004 <br /> Page 4 of 9 <br /> <br /> <br />
