Mayor Gamec Motion carried; aye Case #3: AdoPtion of the Final Highway #10 Alternative Urban Areawide Review (AUAR); Case of City of Ramsey Assistant Community Development Director Trudgeon stated that on September 23, 2004 the City Council authorized the release of draft Highway #10 Alternative Urban Areawide Revie~v (AUAR). The release of the draft AUAR triggered a 30-day review period that ended on November 12, 2004. Under the AUAR process, the City must respond to all comments and send out the responses to agencies and persons making the comments. These responses were received by the appropriate persons/agencies on January 12, 2004. Persons and agencies then have ten business days t~ ol~ject to the City's responses. This ten day period ended on January 23, 2004. The City received no objections to its responses. The Council digcussed the use of RALF funds and when those funds would be paid out. It was noted that RALF funds are funds the City would receive for acquiring right of way. Councilmember Strommen stated that a couple of the agencies had some questions about the storm water and ponding and the response was that the City was not actually building infrastructure:at this time. She thought the agencies were mainly concerned that there would be adequate land for p°nding and storm water in the future. Assistant Community Development Director Trudgeon replied that the response was sent back to those agencies and they did not respond. Councihnember Strommen inquired if the City is planning on complying with the MNRA because there a/~e sOme really strict guidelines. Assistant Community Development Director Trudgeon replied yes. Councilmember Pearson inquired how storm water runoff will be addressed. He questioned if the City will be!responsible for the storm water runoff from the Highway. Assistant communi!y Development Director Trudgeon replied that he would assume the current drainage system is not adequate, but any new storm water management practices would have to be adhered to ~nd would be a State cost; however, they do see a lot of opportunities with the Town Center to! combine a lot of those things together. Motion by C0uncil~ember Elvig, seconded by Councilmember Strommen, to adopt Resolution #04-01-018 approving the Final Highway # 10 AUAR.
