5) Comprehensive Sewer and Water Plans Update Bob Brown, B~oltep & Menk was present to explain the City's water system. Mr. Brown reviewed the:~ ~ropOsed location of the three new wells noting that no additional wells can be developed unh~ potgntial regional impacts of continued use of wells on the aquifer are addressed. The City will be required to monitor the impact on local aquifers as well as assess viability of surface wateris.~pply. Staff also presented the progress that has been made with the update to the 1991 Compr~hiensiye Sewer Plan. It was noted that many discussions have been held with the Metropolitan 'Goun¢il regarding capacity issued and staff explained the process they intend on pursuing to aec~uire more allocated capacity from the Metropolitan Council. 6) Consider Hriring Consultant to Begin Design of New Municipal Well The Public Wo~rks Committee recommended that the City Council authorize staff to hire Bolten & Menk for an~amdunt not to exceed $85,930 to perform the design work necessary for Well No. 6 and to implementlthe monitoring plan after approval from the DNR. 7) Aerial TopOgraphical Agreement The Public Works Committee recommended that the City Council direct staff to place the money collected from:the :aerial topographical pictures be deposited into the Storm Drainage Utility Fund. Motion by COlOnel member Zimmerman, seconded by Councilmember Elvig, recommendations of the Public Works Committee. to ratify the Motion carriedi~ V~ting Yes: Mayor Gamec, and Councilmembers Zimmerman, Elvig, Pearson, and Strommen. i Voting No: None. Absent: Councilmembers Cook and Kurak. Councilmembe~ Elvig requested that staff provide the Council with an update on Elmcrest Park. He explained t,.hat he had some concern about the traffic flow within the park and he has been working with staff as well as a member of RYAA to discuss traffic flow and parking. Director of Public Works/Fire Chief Kapler presented a layout of the parking and traffic flow for the Council's rivieW. He explained that they received input from RYAA, engineering as well as the Police Dep~rtmCnt. Councilmember Elvig stated that they have decided to move forward with the design phase of this concept, :n~ting that the Council had already authorized the design phase once he had an opportunity to meet!with staff regarding the layout. Case #5: : Report from Personnel Committee 1) Consider City Administrator's Performance Evaluation The Personnel!Committee recommended that the City Council adopt Resolution #04-01-020 noting Mr. Norrna~t's satisfactory performance and amending his employment agreement to include monthly City contributions totaling $3,000 annually to the deferred compensation plan of Mr. Norman'S ChoOsing and that Mayor Gamec be authorized to execute the addendum to Mr. ~ I Norman's emplbyment agreement.
