CHAPTER 11 <br /> <br />~UBL~C OWNWERSHIP A].~D OPERATIOI~ OF UTILITIES <br /> <br /> Section 11.O1~ Aq~isition and Operation of Utilities. The city may own and <br />operate any gas, ~at{r, heat, power, light, telephone or other public utility <br />for supplying its owQ needs for utility service, or for supplying utility service <br /> <br />to private consumers[or both. It may construct all facilities reasonably needed <br /> . <br />for that purpose,iland may aquire any existing utility properties so needed; but <br /> <br />such action shaili!oniy be taken b7 ordinance, which shall not be an emergency <br /> <br />ordinance. The ,~ra$ion of all public utilities owned by the city shall be under <br />the supervision ~ t~e city council. <br /> <br />Section 11.0~. R~tes and Finances. The council may by ordinance fix rates, fares <br />and prices for ~dnic~pal utilities, but such rates, fares and prices shall be 3ust <br /> <br />and reasonable. Ihe ~ouncil shall to make each municipal utility financially <br />self-sustaining.~Befbre any rates, fares or prices for municipal utilities shall <br />be fixed by the ~ouneil, the council shall hold a publio hearing on the matter <br />in accordance ~i~h ~ection 11.06. of..this chapter. The council shall prescribe the <br />time and the manner lin whic~ payments for all such utility services shall be made, <br />and may ~ake suc~ o~her regulations as may be neoessary, and prescribe penalties <br />for violagions°~ s~eh ~egulations. <br /> <br /> Section 11~03. ~urehase in Bulk. The coune±l may in lieu of providing for the <br />local productio~ ofigas, electricity, water and other utilities, purchase the same <br />in bulk and re~l ~hem to local consumers at such rates as it may fix.
