r <br /> section 3.05~ !ProCedures on Ordinances. Every proposed ordinance shall be <br /> <br />presented in writing and read in full before adoption, unless the reading is <br />dispensed with by 'unanimous consent of the council. No ordinance shall contain <br />more than one sub]ectl. Such subject shall be clearly expressed in its title. The <br />enacting clause ~alli be "The C~ty of Ramsey Ordains". No ordinance, except ax <br />emergency ordinan~e, shall be adopted at the meeting at which it is introduced and <br />at least three d~s Shall elapse between its introduction and final adoption. <br /> <br /> Section 3.06.:!Emergency Ordinances. An emergency ordinance is an ordinance <br />necessary for t~ei!im~ediate preservation of the public peace, health, morals, <br />safety or welfa~eli a~d in such ordinance the emergency is defined and declared in <br />a preamble theretO. An emergency ordinance must be approved by a majority of <br />available member~:of~the city council. An emergency ordinance must be in writing but <br />may be enacted W~tho~t previous filing or voting, and may be adopted finally at the <br />meeting at which ;~t ~s first introduced and voted upon by the council. An <br /> <br />emergency ordinan.'.ce ~hall remain in effect for the duration of the emergency. No <br />prosecution shal~ bei based upon the provisions of an emergency ordinance until <br /> <br />twenty-four hour8 after the ordinance has been adopted, filed with the clerk- <br />administrator, ~d eEther has been posted in three conspicuous places in the city <br />or published asI ~roviided for in this charter, or the person charged with violation <br />thereof had actu~ ~ot~ce of the ordinance prior to the act or ommission resulting <br />in the proseeutipn. <br /> <br /> Section 3.07i S~gning and Publication of Ordinances. The final version of <br />every ordinance ~ha~l be read in full prior to passage by council unless such <br />reading is waive~ by a majority vote of the council, provided that a copy of <br />the ordinance ~s po~ted or otherwise made available to the public at least <br /> <br />three working dales ~rior to the meeting at which it is to be adopted.
