Each ordinance, or su/nmary of such ordinance, <br /> <br />shall be published atl least once in the official newspaper. This summary of <br /> <br />each ordinance sh~ll }nclude, in layman's terans, the intent of the ordinance. To <br />the extent and lnith~ manner provided by state statutes, an ordinance may incorporate <br />by reference, a ~s~ate statute, a state administrative rule or a state regulation, a <br />code, or an ordin~nce or part thereof, without publishing the material referred <br />to in full. <br /> <br /> Section 3.08.ilPrOcedure on Resolutions. Every resolution shall be presented <br />in writing and read in full before adoption, unless the reading is dispensed <br />with by unanimouS! eoUsent of the council and shall be filed and preserved by the <br />by the clerk-administrator. <br /> <br />Section 3.09.1 When Ordinances and Resolutions Passed by City Council Take Effect. <br /> <br />Every resolution~and emergency ordinance shall take effect immediately upon its <br />adoption or at such later date as it specifies. Every other ordinance shall take <br /> <br />effect thirty days after its publication or at such later date as it specifies. <br /> <br /> Section 3.10~ Amendment and Repeal of Ordinances and Resolutions. <br /> <br /> 3.1.0~01.: An ordinance or resolution which repeals all or part of a <br /> <br />previous ordinance or resolution respectively shall give the number, if any, an <br />the title of thei!or~inanee or resolution to be repealed in whole or in part. No <br />ordinance or resolution shall be amended by reference to the title alone, but an <br />ordinance or ro$olu~ion which amends such ordinance or resolution respectively <br />shali set forth tn ~ull each section to be amended and shall indicate by appropriate <br /> <br />type or symbols,~ma%ter to be omitted or added. Amendment or repeal of an ordinance <br />or resolution shiall,require a majority vote of all members of the council, unless <br /> <br />otherwise provided in this charter or by state statutes. pg.3-4/7 <br /> <br /> <br />
