The existing facility lies on the easterly portion of <br />1200 acre~ of!industrial property; to the north is residential development; <br />the 1. and~[1 is to the northeast; urban residential development is to the <br />east, a~ l~m~erical property to the south along Hwy. ~10. From a land use <br />compatibil!itylstandpoint, the type of facility planned looks good except <br />for the !&~df~l. Landfills are generally regarded as incompatible with <br />airports~ '.iTh~existing facility has 2 landing strips with the primary <br />runway ih ~ n~.rthwest/southeast direction and the crosswind runway in a <br />east/wes~ ~ir.~.ction. The crosswind runway would be abandoned. It is <br />proposed!fPr ~he facility to have a 3300' basic utility paved runway that <br />would se~ s~.ngle and light twin engine aircraft under 12,000 pounds in <br />weight, iT~e ~oposal would require relocation of County Rd. #116, airport <br />building ~.~fea iimprovements and obstruction removals (trees, power lines). <br />There are ,~wolaspects to airport zoning -- height limitations and land use <br />safety zgn~ng~ Height and land use zoning results in an ordinance geared <br />towards p~bte~ting property, people, aircraft and businesses close to <br />airports~ i Th~re are several advantages to adopting airport zoning, one of <br />which is ~t~at iit would prohibit certain types of uses incompatible with <br />airports iahd ~ertain development from occuring. This particular hearing is <br />the firs~ .pf ~o to be held on the proposed zoning ordinance. This hearing <br />is to pres~nt .f the basics of what is contained in the ordinance and receive <br />commentsi !There will be a 10 day period following the hearing in which <br />written ~ts regarding the ordinance will be received. Those comments <br />will be ~.~ ~i~ered and appropriate revisions to the ordinance will be made. <br />The ordi~a~ :etwould then be resubmitted to the City and MN/DoT Aeronautics <br />D~v~slo~ ~or, review. Upon approval by the Aeronautics D~v~s~on <br />C°mmissi~r,IC°uncil9 will set a second public hearing date. At that <br />second h~ea ~ing, the City will present the final ordinance draft intended <br />for adop~i 3n. i If no further changes are made to the ordinance at that <br />hearing, it ~e ~ity can adopt the ordinance. If there are changes resulting <br />from the ~ec~nd hearing, the ordinance would be sent back to MN DoT <br />Aeronautic Division for another approval prior to City adoption of it. <br /> <br />Mr. Otto p~OCeeded to explain height limitations which are best described <br />as imagi~a~ ~urfaces in a bowl-like configuration. The primary zone is a <br />surface ex~end~ing 200' feet beyond the ends of the runway and 250' frcm the <br />centerlinel of {the runway on each side; no elevation in that primary surface <br />will be h~gh~r than the runway. From that primary zone extends the <br />approach ~one surface which inclines upward at a slope of 40:1. The <br />horizontal~izo~e is all that land which lies directly under an imaginary <br />horizontal s~rface 150' above the airport elevation or 1020' and <br />encompasses an area 6200' from the ends of the runway pavement. The <br />conical Z~ne !is that surface extending upward and outward from the <br />horizonta~i-su~face at a slope of 20:1 for a distance of 4,000 feet. The <br />transitib~al izone is that surface extending upward and outward at a <br />slope of 7,:l~Ifrom the sides of the primary and approach surfaces. <br />GenerallY, l!a 1!50' height restriction is not a major concern of residents. <br />Height l~itations impact radio towers, t.v. antennas, water towers, <br />landfills, iet¢.
