Mr. Otto D~oce~ded to explain the 3 land use zones. The concept behind <br />land use ~ zoning i~ that there is more risk to property and persons <br />closer t~i~he~!runway than there is farther away from runway. Consequently <br />the restriCtiOns for areas closer to the runway are strict and lessen as <br />you move !f~rt~er away from the runway. <br /> <br />Zone A- ~st~ictions prohibit buildings, temporary structures, exposed <br />transmissi.~n ~ines, power poles and uses which create or attract assemblies <br />of perso~s~ Bermitted uses in Zone A are agriculture, wildlife habitat, <br />light no~r~-~pe~tator outdoor recreation, cemeteries, auto parking. Existing <br />uses in Zone Amay continue as nonconforming uses. Zone A extends 2200' <br />from each )f .~he runway ends. The acquisition of all properties within <br />Zone A iS ~ec~mmended and until they are, all uses remain as they are. New <br />uses in ~c ~e A would have to apply for an airport permit and approach the <br />Airport ~c ~rdiof Adjustment for a variance. If the airport project is <br />approved .a'%d property is aoquired, there would only be airport uses in Zone <br />a. ~ <br /> <br />Zone B- ~st~ictions prohibit churches, hospitals, schools, theatres, <br />stadiums~ ,~ot~ls/motels, trailer courts, campgrounds, etc. and subdivision <br />of lots. kll iproperties in Zone B, particularly the northern Zone B, are <br />exempt f~ r~Strictions because the use was established prior to July 2, <br />1979. ~s~ri~ions that will apply to these properties is that they cannot <br />be subdivided. There would also be height and eletro-magnetic <br />restrictiO~,s' i The bulk of the property in the southern Zone B is exempted <br />from zone ~ r~strictions because those uses were also established prior to <br />July 2, ~9~9. i There is a portion of that Zone B where a use has not been <br />established and future use restrictions would apply to this property <br />(minimum l~t ~ize would be 2.5 acres and all uses listed above would be <br />prohibited~.;~Permitted types of future uses include residential, <br />commerciS~l~'~ i~dustrial, agriculture and open space. There are building <br />plot restrictions. Fourteen square feet of open space is required for <br />every square foot of building space on the plot. There is also a site <br />populatiOn'i ra~io of 15 persons/acre. <br /> <br />Zone C -B~st~ictions prohibit open dumps, waste disposal sites, sanitary <br />landfill~ ~nd ilany other uses which emit smoke, dust or steam in sufficient <br />quantities!fro ibe incompatible with safe flight operations. Residential, <br />commerciali!and industrial uses that would normally occur in the city are <br />permitted.~ E~.'isting uses that are currently permitted to occur will be <br />allowed ~o~co~tinue. Any new uses would have to apply to the Board of <br />Adjustment'fo~ permits or variances. <br /> <br />City coUr~c~l acts as the Airport Zoning Board. That Board would adopt the <br />zoning o~d~na~ce and be responsible for amending it from time to time as <br />necessary. ~ I~ order to maintain compliance with land use, persons wishing <br />to make i~ro~ements to their property would need a building permit and an <br />airport l~e~mi~, both of which are to be handled by the Building Inspector <br />There is ~6 f~e for the airport permit and no provision to create a feel <br />If a vari~a~ce ils required, the property c~ner would approach the Board of <br />Adjustmen~ a~board consisting of 3 Planning and Zoning members and 2 <br />Airport~~sion m~mbers. Persons in disagreement with a permit variance <br />granted.'~by~ith~ Zoning Official may make an appeal to that Board.
