•
•
Mayor Heitman inquired as to why Ms. Bancroft did not remove valuables from
basement.
Ms. Bancroft - Replied that it was difficult to save things at 2:30 a.m.
Dale Cameren - 149th Lane - Stated that he purchased his home new this past
spring and it was VA approved; sump pump is running constantly; would a drainage
ditch help?
Mr. Raatikka replied that a drainage ditch would help provided it was built with
plenty of grade and directed towards the river.
Sandra Peterson - 7351 151st Avenue - Stated her basement is flooding; she is
pumping 24 hours a day; home was built in 1972 and she purchased it in 1974.
Councilmember Cox stated that he and City Engineer Raatikka have met on this
drainage problem; the area of 149th will be expensive to resolve; Gorham's Sandy
Acres could be piped to the storm sewer in River's Bend; this problem is not
uncommon to Ramsey.
Mr. Raatikka stated that he has made a list of problem areas; most could be
relieved by pumping; the City has to be careful not to create other flooding
problems when solving existing flood problems.
Mr. Goodrich stated that when the City starts moving water, it opens itself up
to liability.
Mayor Heitman stated that the City should identify those plots of land now
showing water problems; a so called 'moratorium' should be placed on those lots
and building permits not issued unless with -modifications such as no basement,
modifications to the land or only with storm sewer installed.
Dale McKnight - 7421 150th Lane Asked Mr. Raatikka to report on meeting with
John Steiner of DNR.
Mr. Raatikka stated that Mr. Steiner was in Ramsey last Thursday; Mr. Steiner
indicated that the water level in Ramsey was 1-111' higher than that which DNR
has documented.
Mr. McKnight - Stated that DNR has wetland maps available; Ramsey -is issuing
building permits in dry times; then in wet years- the people have to pay to have
water pumped; this is a government created problem as- the City is not doing it's
homework before issuing building permits.
Kris Bancroft - Stated that the pond that encroached her property is a DNR
wetland; those wetlands are supposed to be for wildlife; the water on her
property has attracted a domestic goose which is becoming a nuisance.
Bill Baker 11208 Arrowhead Noted -that the Rum River is closer to 150th than
the River's Bend storm sewer. Also noted that he has a model home on Magnesium;
the County raised Industry Blvd.; will the City raise Magnesium to prevent
flooding.
October 8, 1985
