• <br />• <br />Mayor Heitman inquired as to why Ms. Bancroft did not remove valuables from <br />basement. <br />Ms. Bancroft - Replied that it was difficult to save things at 2:30 a.m. <br />Dale Cameren - 149th Lane - Stated that he purchased his home new this past <br />spring and it was VA approved; sump pump is running constantly; would a drainage <br />ditch help? <br />Mr. Raatikka replied that a drainage ditch would help provided it was built with <br />plenty of grade and directed towards the river. <br />Sandra Peterson - 7351 151st Avenue - Stated her basement is flooding; she is <br />pumping 24 hours a day; home was built in 1972 and she purchased it in 1974. <br />Councilmember Cox stated that he and City Engineer Raatikka have met on this <br />drainage problem; the area of 149th will be expensive to resolve; Gorham's Sandy <br />Acres could be piped to the storm sewer in River's Bend; this problem is not <br />uncommon to Ramsey. <br />Mr. Raatikka stated that he has made a list of problem areas; most could be <br />relieved by pumping; the City has to be careful not to create other flooding <br />problems when solving existing flood problems. <br />Mr. Goodrich stated that when the City starts moving water, it opens itself up <br />to liability. <br />Mayor Heitman stated that the City should identify those plots of land now <br />showing water problems; a so called 'moratorium' should be placed on those lots <br />and building permits not issued unless with -modifications such as no basement, <br />modifications to the land or only with storm sewer installed. <br />Dale McKnight - 7421 150th Lane Asked Mr. Raatikka to report on meeting with <br />John Steiner of DNR. <br />Mr. Raatikka stated that Mr. Steiner was in Ramsey last Thursday; Mr. Steiner <br />indicated that the water level in Ramsey was 1-111' higher than that which DNR <br />has documented. <br />Mr. McKnight - Stated that DNR has wetland maps available; Ramsey -is issuing <br />building permits in dry times; then in wet years- the people have to pay to have <br />water pumped; this is a government created problem as- the City is not doing it's <br />homework before issuing building permits. <br />Kris Bancroft - Stated that the pond that encroached her property is a DNR <br />wetland; those wetlands are supposed to be for wildlife; the water on her <br />property has attracted a domestic goose which is becoming a nuisance. <br />Bill Baker 11208 Arrowhead Noted -that the Rum River is closer to 150th than <br />the River's Bend storm sewer. Also noted that he has a model home on Magnesium; <br />the County raised Industry Blvd.; will the City raise Magnesium to prevent <br />flooding. <br />October 8, 1985 <br />Page 3 of 14 <br />
