Awaiting Council direction <br />on how to respond to attached resident <br />request. <br />This area is adjacent to the park and was <br />constructed over wetland fill. Water table <br />too high in area. <br />Clean overland overflow area to provide 1' <br />of freeboard from lowest opening. <br />No further action. <br />Going through a separate process to <br />resolve the immediate concern related to <br />the septic system. Will continue evaluating <br />the downstream system for potential <br />improvements, and bring back at a future <br />date for discussion. <br />No further action. <br />Evaluate & review existing culvert crossing <br />for possible corrective action. <br />Replace existing culvert under roadway. <br />No further action. <br />Install culvert under roadway. <br />Investigate County design of improvements, <br />prior to turn back, to determine whether a <br />culvert was supposed to be installed. If not, <br />install a culvert under the road. <br />No further action. <br />Update <br />It appears as if the deck was built into or near the <br />existing drainage & utility easement. Water is <br />contained within the easement, but may be <br />backing up through the system from Sunfish Lake <br />due to high water conditions. <br />Verified culverts were open downstream <br />Water contained within existing drainage & utility <br />easement on property. Verified downstream <br />culverts were open & flowing <br />Staff lowered the outlet from the adjacent <br />wetland area under TH 47. Received a petition <br />from area property owners requesting review of <br />drainage problem - this will be brought to the City <br />Council on August 23rd. <br />Appears water was slightly outside of drainage & <br />utility easement. Verified downstream culverts <br />were open & flowing. <br />Staff will need to perform field surveying to verify <br />house and overflow elevations, as it appears the <br />structure was built lower than proposed. <br />Corrected neighbors driveway with minimal <br />paving to keep street runoff in the right-of-way <br />and directed to the storm sewer. Property owner <br />installed some natural barriers to slow down and <br />prevent overland flow from neighbors property. <br />Currently working with property owner on offer to <br />connect them to municipal sanitary sewer - based <br />upon Council direction. <br />Water contained within existing drainage & utility <br />easements. Staff verified outlet structure and <br />downstream system was free of obstructions. <br />Staff cleaned the culvert in the area, which was <br />old and extremely deteriorated. <br />Existing drainage easement does not contain 100 <br />year storm. Surrounding grades rise 20 ft above <br />pond. See colored topo map. <br />Property owner pumped water over roadway into <br />ditch along the north side. City staff cleaned the <br />culvert under 164th, and the ditch to the north to <br />direct water into the adjacent ponding area. <br />Low point in ditch along roadway. Staff pumped <br />water over road to existing drainage & utility <br />easement on north side of road. <br />Staff pumped water over road in short term to <br />keep travel lanes open. <br />Instructed home owner that we couldn't assist <br />with an elevated water table, and they should <br />contact Anoka County to discuss ditch drainage <br />in area (County Road 27). <br />2011 Stormwater Improvement Projecl <br />Observations <br />Resident concerned with high water in rear and side yard, encroaching near <br />deck. <br />Water standing in backyard <br />Connected to Wetland at 5410 149th Lane <br />Standing water in rear yard pond and drainage & utility easement. Concerned <br />water would continue to rise into home. <br />Water standing in back yard; appears to be slightly outside existing drainage & <br />utility easement due to private property modifications (regrading and installation <br />of a retaining wall). <br />Concerned that ditch across the street was filled and now water flows over the <br />road through their property causing erosion. Also has water in rear yard adjacent <br />to ponding area. <br />Standing water in rear yard pond and drainage & utility easement. Concerned <br />water would continue to rise into home. <br />Street runoff from recently completed paving project flowing down neighbors <br />driveway and settling in low point adjacent to the house. <br />Water standing in back yard over existing drain field of septic system. Discussed <br />on a couple of occasions with Council related to options for short term septic fix, <br />and long term downstream drainage options. <br />Standing water in rear yard pond and drainage & utility easement. Concerned <br />water would continue to rise into home. <br />Water standing in ditch <br />Contacted regarding standing water in the front yard and encroaching onto the <br />roadway. <br />Water standing in rear and side lot drainage & utility easement. <br />Water standing in front yard, and encroaching on the roadway. <br />High water in pond to the south overflows the road to a pond on north side; no <br />culvert crossing under road. <br />Experiencing flooding in the basement of the home. No standing surface water; <br />presumably an elevated water table.
