Several trees show signs <br />of stress and may be lost, both on private <br />property (easement) and within the park. <br />Staff cleaned the culvert in the area, which was <br />old and slightly deteriorated <br />County ditch issue (County Road 63) <br />Overland overflow from original grading plan not <br />executed; the trail installation was too high & <br />does not allow for overland flow to the adjacent <br />wetland in the park. Staff initially pumped water <br />over the trail and advised resident we would <br />consider a storm sewer improvement to place a <br />culvert under the trail and/or lower the trail to <br />provide the overland relief as designed. <br />Advised property owner of potential <br />improvements to improve drainage away from <br />their foundation (fill and/or draintile installation). <br />Surface water subsided, but still experiencing <br />water in basement due to high groundwater. <br />Property owner cleaned culvert in front under <br />driveway (severely deteriorated). City verified <br />that the culvert was free of obstructions under <br />167th, and removed debris from the downstream <br />channel along the west side of Elmcrest Park. <br />The property owner south of 167th is currently <br />evaluating the opportunity to develop wetland <br />banking credits, which would increase <br />downstream capacity, and he is willing to share <br />the results of his hydrologic study for the area. <br />Removed turtles from line, improved flow. The <br />City contracted the televising of the storm sewer <br />lines within the golf course and found several <br />sags in the pipe system that hold water. There is <br />a location in one of the pipes that had extreme <br />root growth intrusion, and the camera could not <br />advance any further downstream. <br />2011 Stormwater Improvement Project <br />Water standing in back yard, lower than drainfield. Ponded water is in Woodland <br />Green Park <br />Contacted regarding standing water in the front yard and encroaching onto the <br />roadway. <br />Property owner expressed concern with ditch drainage (and wetland discharge <br />from the north) running through the property and causing erosion to their pond <br />outlet prior to discharge to County ditch #27. <br />Standing water in rear yard pond and drainage & utility easement. Concerned <br />water would continue to rise into home. <br />Water standing in back yard, lower than drainfield. Some water inside under front <br />step. Water visible under floor in back through open plumbing trench. <br />Observation of yard indicated grades slope towards house in several locations <br />corresponding to water observed inside. Backyard drains to Fox Park. Fox Park <br />Boardwalk approaches are under 3" of water, water pushed up through boards <br />while walking on it. No outlet for this wetland. <br />Split Entry Walkout. Water standing on basement floor during visit. They <br />removed all carpeting and sheet rock on block walls. Water came in at front wall <br />at joint between block and slab. Observation of yard and discussion indicated <br />water from roadside ditch rose and flowed towards house. Minimal grade change <br />between bottom of ditch and grades at house. Potential solution, regrade ditch to <br />drain to south property line, around mound system and into back yard. <br />Backyard has standing water, this is north end of wetland/ storage area. Outlet is <br />culvert under 167th Avenue. Observed Culvert, standing water visible at both <br />ends, wetland south of 167th is Jon Peterson's proposed wetland banking area. It <br />does not have an overland outlet. <br />**** Homeowner is pursuing a claim against City for water damage in <br />basement. <br />**** Claim denied by League of Minnesota Cities <br />Water standing on fairways and cart paths. Pipe Flowing 25% full at outfall. <br />Course rented large pump to move water in preparation for event on 7/21. They <br />were making phone calls to contacts seeking prices for installing a second pipe. <br />The route would cross fairways to the ditch on the east side of the course. <br />**** They asked about possible City Participation in the cost of the pipe.
