Commissioner Sieber stated <br />tha~t t~%e Commission is not dismissing that advice, but Mr. Burggraaff <br />doe~ n~t live and pay taxes in Ramsey. Commissioner Data stated that <br />Mr',~ B~ggraaff's comments were valid for what the Commission did have <br />w~£tte~ down prior to revisions that were made; this Commission has <br />n~w, ~e~efined budget summary as income and expenditures and it is a <br />s~ and Mr. Burggraaff's comments no longer apply. Commissioner <br />G~mc ~tated that it should be defined in the charter that the first <br />t~ years should be ~etailed and the last three years are estimates. <br />C~mis$ioner Bauerkemper disagreed with Commissioner Gamec. Chairman <br />Hmi.'T~ stated that the charter puts in the basics and the rest is to <br />CO .~nci~'s discretion. Commissioner Sieber noted that the Long Term <br />P!mn i~ adopted by ordinance. Commissioner Bauerkemper explained that <br />thins w~uld allow citizens a voice if they don't like the direction of <br />thm ~l~n. Commissioner G-m~_c stated that doing it by ordinance could be <br />a,~ob~em; the time to say either a project is right or wrong is when <br />the f~sibility studies are complete. Commissioner C~mec also pointed <br />o~t t~t it would be possible for & group of citizens to disagree with <br />an iite~ in the Long Term Plan, Council would explain that it is only a <br />~, ~he ~itizens would reply that it is an ordinance, and the whole <br />Lp~g T~rm Plan could be forced to an election. Commissioner Titterud <br />~ir~ as to ~bw ~changes in the plan would be handled. Commissioner <br />Ba~erk~mper replied that the. Long Term plan can be changed every year. <br />~iS~ioner Sieber stated that whether it is subject to re~rendum or <br />not ~es not have a long term legal affect because it can be amended <br />~way~ it allows the people a voice and forces council to listen; the <br />c~iz ~e~s have ~o say in the matter if it is done by resbtution. <br />C~mi~ioner Gamec replied that the citizens do have a say in the matter <br />/f ~it; iis by ree~ution '-- at the time the project comes up. Chairman <br />~e. ~tm~nr stated that assuming just because it is adopted by ordinance <br />th~rel ~ill be an election is wrong; if the plan is a good one, there <br />won't Ibc an election. ~issioner Sieber commented that a 5 year plan <br />or;an iamended 5 year plan, that is a result of a referendum, is immuned <br />to l council action forever. Commissioner Sieber suggested adding a clause <br />tol the effect that any 5 year plan that is a result of initiative and <br />~e~ere~%dum is /mmuned to council action for one year. <br />~Motio~' ~arried. Voting Yes: Chairman Heitms_n, Cc~m~ssioners Sieber, <br />Data, iLichter, Bauerkemper, Titterud. Votinc No: Commissioners Gamec <br />an~ G~eenberg.
