I
!
I
I
I
I
I
I
I

I
I
I
I
I

'1
I

Commissioner Sieber stated that 7.05~04 ties a lot of disconnected
p~o~ec,~s together. Unless you tie them altogether, the City could
fin~ i~self over it's debt limit.

Chairman Heitman stated that the charter does not preclude that the
twoi:cafl't be on the same report; it is assurance that the sum of the
parks .is not greater than the whole.

C~.C~iSsioner Greenberg brought up Mr. Schnelle's recommendation that
thei. ch~rter specify Planning and Zoning be including in the development
o~ ~he~Capital Improvement Program.

CO~iS~ioner Gamec stated it is not necessary to specify P & Z input
in ~he ~charter; it would be dumb for any council not to seek P & Z
in, ut to the CIP.

CO~igSioner Sieber stated that putting the CIP in the hands of P & Z
dilutes power from the people who voted Council in and puts power in
the hands of a non-elected commission.

~issioner Lichter brought out for rediscussion Mr. Burggraaff's
CO,eBbs: 'language is too broad' and '5 year plan is bad, from a
nggOt~tion standpoint, for the City'. C~issioner Lichter brought
~D City Accountant's recommendation to go with two years rather than
5~ year~ on Public Service Program.
O0~miS~ion read through and summarized the following sections:

17.05.02 - Public Service Program - Services City is or will be
supplying in the future.

i~7.05.03 - C~pital Improvement Program - Describes facilities and
projects necessary to support services required.

'?.0~5.04 - Long Term P~venue Program - Bow services and facilities
will be paid for.

17.05.0~ - Capital Budget Program - Shall require a summary of
projects and establish priority.

Cx~mission consensus is that ~.05.05 could use a heading modification.

~o~mimsion consensus was to modify 7.05.05 as follows: Change the title
~o,~get Summary Program. Replace the phrase 'the capital or money
re~Ui~ements' with 'estimated revenues and expenditures as necessary'.
Le~g~y discussion ensued regarcling requiring 2 year plans versus 5 year
plans4 There was some discussion that the public service program be
for 5!years; the first two years being detailed and the last three
Y~ars~could be a projection based on inflation.

Motion by Commissioner Titterud and seconded by Commissioner Bauerkemper for a
recess.

Motion ~arried. Voting Yes: C~airm~n Heit~,~n, Commissioners t auerke~per,
Gamec, T~tte~ud, Data, Lichter, Greenberg and Sieber. Voting No: Nero.
Absent: iCor~;~£~ioner Buchanan.

CC/l~ceml~r 8, 1983 Page 4 of 8
